We heard reports of the Senate Standing Committees, and the Senate Permanent and Select Committees. We then had a motion to amend the agenda to move into closed session and vote for the Jenny Chang award after these reports. It was approved, and the Senate voted on the Jenny Chang Award recepient which will be made public after the award is given after the Student Government Banquet.

The meeting on 02/27/13 was called to order at 7:35pm. We said the Pledge of Allegiance, had opening roll call, and heard a motion to approve the journal from the previous Student Senate meeting (the minutes from the 02/13/13 meeting). The journal was approved and we continued on to our speakers for the evening. Rachel Turner and Josh Privette spoke to the Student Senate on the Executive Branch. They gave an Executive Branch overview on how it is broken up, what commissions there are and what they do, what projects they had completed, what projects they wanted to complete/would like to see completed next year, and how the Executive Branch and the Senate work together. The purpose of their coming to speak is to give the Senate an overview of that the branch does so they would be more prepared to consider the fee increase proposal bill and how that would affect the Executive Branch. I urge you to contact either Rachel or Josh if you have questions for how the Executive Branch is broken up, what they do, or if you are curious what the Executive Branch will look like under the new Strategic Plan SG is considering.

We then moved into Open Floor Comments, where we heard from Matthew Williams. He spoke to the Student Senate on the Save the Field House initiative he and a fellow student, Christopher Lawing, began. He spoke to the timeline of the tearing down of the Field House and reasons behind it. He also spoke to the Student Senate on the Traditions Keeper Program and how to complete their brick to get a Traditions Keeper medal to wear at graduation!

We moved into Reports of the Student Body Officers. Kelsey Mills, Student Senate Pro Tempore, spoke on the amounts given out during Appropriations and how there just wasn’t a lot of money to distribute! (The final amounts can be seen in the legislation further down in this post.) She also spoke to how there was just less funding for this reason, but the process went very smooth! We then moved into reports of the Senate Standing Committees. Haylee McLean, Finance Chair, spoke to some recent Finance Committee funding requests for Wolf Village & LeaderShape. Nithyananthan Poosamani, Government Operations Chair, gave the committee report for GB 61. Joshua Teder, University Affairs Chair, spoke to having Dr. Zapata and Paul Cousins at the last meeting to discuss the alcohol policy. This bill will be up for second reading at the meeting on the 20th. We moved into reports of Senate Permanent and Select Committees, but none had a report.

We considered two bills for First Reading. R 65, Secure Parking Act, was sent to the University Affairs Committee. GB 66, ASG Delegation Revamp Act, was sent to Government Operations, but I urged the committee to have a joint meeting with Public Affairs since Public Affairs deals with ASG related issues, but since it is a statute change, I sent it to Government Operations.

We had three bills up for Second Reading. GB 61, Apportionment Revamp Act, passed with no debate with 39 in the affirmative, 3 abstaining and none in the negative. AB 63, Fall 2013 Appropriations Act, passed with no debate with 33 in the affirmative, 9 abstaining, and none in the negative. FB 64, Fee Increase Proposal Act, passed after much debate and a proposed amendment. This bill was passed favorably out of committee, and passed in the Student Senate as well. For voting on this bill, 30 voted in the affirmative, 3 abstained, and 6 voted in the negative.

The Student Senate then heard nominations for the Jenny Chang award. Then we moved into Comments & Announcements, Parliamentarians report, and lastly, closing roll call and adjournment.

Reminder, on each Senator profile, you can see how your Senator voted and in turn you can have their email addresses if you would like to get in touch with them about future legislation. I encourage you all to utilize this resource and send concerns, opinions, or questions to your Senators.

We would like to thank the guests who attended the meeting. Remember Student Senate Meetings are open to the public and open to ALL students! Individuals who are not current members or former members of Student Government may speak during Open Floor Comments from the Student Body for the period not to exceed three minutes, if you are with an organization and make a good case, I could also potentially put you on the agenda to speak to the Senate, and if you just wish to come observe, please know that option is available.

Our next Student Senate Meeting is scheduled for March 20, 2013 at 7:30pm in Harrelson 314.

If you have any questions, feel free to email the Student Senate President, Regan Gatlin, at student-senate-president@ncsu.edu.

The meeting on 02-13-13 was called to order at 7:40pm once the fifth graders who were visiting came and joined the Senators at their seats. We said the Pledge of Allegiance, had opening roll call, and heard a motion to approve the journal from the previous Student Senate meeting (the minutes from the 01-30-13 meeting). The journal was approved and we continued on to our speaker for the night. We heard from Captain Ian Kendrick of the NC State University Police Department. Captain Kendrick spoke to the Student Senate on the duties of the NC State Police Department, their jurisdictions, and what they have authority to do. He also spoke to us on the Wolf Alert system, personal safety when on campus, and how they evaluate their force and determine when they need more officers. We then heard from Rachel Turner & Josh Teder on the Student Government Strategic Plan. In particular, they spoke on the changes to the Judicial Branch and proposing that the Conduct Board be moved to the Office of Student Conduct rather than Student Government. I urge you to contact Rachel or Josh if you have questions about their plans for this branch.

We moved into Open Floor Comments and heard a brief introduction from student in the back of the Chambers. Then, we continued on to reports of the Student Body Officers. Joseph Murray, Student Body Treasurer, spoke on the fee discussion/meeting he was planning to have. Andy Walsh, Student Body President, spoke on the Dan Allen Gate and how the bus on time rate had increased from 70% to 90% on campus. He also urged everyone to consider how NC State can have more Wolfpack Pride and asked everyone to contact him with ideas! Then, Kelsey Mills, Student Body Pro Tempore, discussed where they were with the appropriations process. She said that over all, it has gone very well, but they are halfway done. Appeals are coming up and then second reading of the Appropriations bill will be heard at the meeting on the 27th of February. She also informed us that funds to appropriate were significantly lower than in the past, thus not every group was funded in full or in half even. We then heard reports from the Standing and Select Committees, and moved on to appointments.

We had four appointments at this meeting: Erin Diggs, CALS Sophomore; Oglesby Barrett, CALS Sophomore; Ivey Carrol, College of Natural Resources; and Jessica Atar, Physical and Mathematical Sciences. (We still have one Life Long Education Seat and one Design Seat open.)

We then moved on to First Reading of legislation. GB 61, Apportionment Revamp Act, was sent to the Government Operations committee. GB 62, Elections Statutes Revamp Act – Part 2, was sent to the Government Operations committee, but was fast tracked, so it was considered during Second Reading. AB 63, Fall 2013 Appropriations Act, was sent to the Appropriations Committee. FB 64, Fee Increase Proposal Act, was sent to the Tuition & Fees Committee.

In Second Reading, we voted on bills GB 58, FB 60, and GB 62. GB 58, Tuition and Fees Resolution Revamp Act passed with 44 voting in the affirmative, 3 in the negative, and 1 abstaining. FB 60, Budget Bill 2013-2014, passed with 44 voting in the affirmative, 1 in the negative, and 4 abstaining. GB 62, Elections Statutes Revamp Act – Part 2, passed with 49 voting in the affirmative, 0 in the negative, and 0 abstaining.

We moved into miscellaneous business and comments and announcements. Graham Dean gave us a Student Centers Board of Directors update and Haylee McLean thanked the Senators for sitting with the fifth graders. Kelsey Mills and Joseph Murray gave a reminder to talk to them if they have questions about what they discussed in their reports. Then, we concluded ou meeting after Parliamentarian’s report and closing roll call.

The meeting on 01-16-13 was called to order at 7:30pm. President Tom Ross, UNC System President, was in attendance, so before we had the Pledge of Allegiance or opening roll call, we heard from President Ross. President Ross spoke on the Drop/Add Policy change proposed by the UNC System that would madate this policy change for every school in the UNC System. He stated that UNC-CH and NC State University are the only two schools without such a policy. President Ross then allowed for Student Senators to ask questions about the policy and other issues that the UNC System has something to do with. It was a great discussion!

We then moved into the Pledge of Allegiance, opening roll call, and a motion to approve the journal from the previous Student Senate meeting (the minutes from the 11-28-12 meeting). The journal was approved and we continued on with the business of the meeting. Carrie Althoff, Athletics Commission Chair, met with the Student Senate requesting volunteers and ideas for the UNC Rivalry Week and encouraged anyone with ideas to please let her know.

We then continued into reports of the Student Body Officers. We heard updates from the Student Body Treasurer, Joseph Murray, on what we have spent money on, amounts remaining in SBO lines, and updates on the status of Appropriations checks. The Student Body Chief Justice and Student Body President were not in attendance as both were in meetings, so we heard from the Student Senate Pro Tempore, Kelsey Mills. She updated us on the Appropriations process, what to expect, and when the help sessions were. She encouraged all Senators to attend a help session as they are truly helpful and each Senator would be responsible for sponsoring at least one group and helping them with their applications and budgets. The Student Senate President gave reports on open senate seats, the process for appointments, new committee chairs (Carson Shepherd as Leadership Development Chair and Rachel Gibson as Campus Community Chair), updates on the various resignations, and seats that have been filled thus far. She encouraged the Student Senators to email her with questions if they ever had any on anything including committee placements, appointments, etc. We heard from Committee Chairs and opened the floor for comments and announcements.

We then moved into confirmations of resignations and then approval of the appointments of Heinrich Enslin to Engineering, Steffon Brigman to Engineering, and Kristopher Roark to Graduate. They were confirmed in block and they were sworn in at the meeting and took the Oath of Office that meeting.

We moved into First reading of legislation. R 57, Non-Academic Violations Deterrence Act, was sent to teh Universty Affairs committee for review. We then moved into Second reading of R 52, Drop/Add Policy Recommendation. This bill was ammended on the floor to strike certain resolved clauses and add a new resolved clause. The justification for this amendment was to acknowledge what President Ross had said to the Student Senate, so that our reflection will somewhat allign with what we heard from President Ross. The amendment was amended and that amendment was approved as was the original amendment which had been amended to the second amendment presented. Changed on the legislation will be up very soon!

We then voted on our Sergeant at Arms and after considering multiple candidates, Hayden Bauguess was selected to serve as our Sergeant at Arms to replace our previous one who had to resign due to graduation in December.

We moved into miscellaneous business and comments and announcements. Then, concluded our meeting our meeting.

The meeting on 11-28-12 was called to order at 7:35pm. The meeting began with the Pledge of Allegiance, opening role call, and a motion to approve the journal from the previous Student Senate meeting (the minutes from the 11-14-12 meeting). The journal was approved and we continued on with the business of the meeting.

At this meeting, Randy Lait, Senior Director of Hospitality Services, Campus Enterprises (University Dining), came to speak to the Student Senate about the great food choices in the new Talley, the layout for food and Talley in general, and how they garnered the input of the students and the feedback from the students on what they would like to see in the new Talley. He informed us of the types of foods and restaurants, and their rationale for choosing the options they did. He let us know the timeline as well, and got the students excited for what is to come. (Even those of us who are graduating!)

After Randy Lait spoke, we thanked him and continued into reports of the Student Body Officers. We heard updates from the Student Body Treasurer on what we’ve spent money on, amounts remaining in SBO lines, etc. We heard updates from the Student Body Chief Justice on matters of Student Conduct. The Student Body President updated the Senate on the happenings of the Executive Branch and various meetings he had attended recently, as well as end of semester wrap up items. The Student Senate Pro Tempore was unavailable so we heard a proxy report on updates and reminders for Spring Appropriations and when the information would go live for that. We heard more updates from the committee chairs and end of semester reports.

We then moved into confirmations of appointments to the Student Senate. Angelina Song was up for appointment to a CALS Junior seat, Sami Ben Rejeb, Hana Chmielewski, and Yvonne Matos all were up for appointment to a Graduate Senator seat. They were confirmed in block and all but one were sworn in at the meeting and took the Oath of Office.

We then moved into First Reading of legislation. GB 55, Recognized Schols and Colleges Update Act, was sent to the Committee on Apportionment for review, as was the GB 56, Reapportionment Act. We then moved into Second Reading of legislation. GB 51, Elections Statutes Revamp Act, was reported on by the Bill Author and Government Operations Chair. This individual gave a report of the rationale for the changes, and how he has worked with the Elections Commission Chair on determining the necessity for these changes and how to implement them. We opened the floor for questions, and there were many. We then moved into debate, and then vote on the bill. The bill was approved, though many abstained.

We then continued to the miscilaneous business. Treasurer, Joseph Murray, determined the Guest Point Champion, Alex Yadon, and reminded Senators to continue attending committee meetings that are not their own to maybe be the next Guest Point Champion. We then concludled our meeting.

Reminder, on each Senator profile, you can see how your Senator voted and in turn you can have their email addresses if you would like to get in touch with them about future legislation. I encourage you all to utilize this resource and send concerns, opinions, or questions to your Senators.
