GOVERNMENT BILL 84

A BILL TO BE ENTITLED

AN ACT TO FURTHER DEFINE THE TYPES OF BILLS

USED BY THE STUDENT SENATE

 

Short Title: Bill Definition Act (Senate)

WHEREAS, confusion has arisen regarding the purpose of various types of legislation in the Student Senate; and,

WHEREAS, the Student Body Statutes currently define types of resolutions, but fails to delineate between types of bills; now, therefore be it

ENACTED, by the North Carolina State University Student Senate that:

Section 1. Student Body Statutes §2-1 Rule 14(b) shall read as follows:

(b) Bills. All legislation creating or affecting a change in the Student Body Statutes or other body of law within the legislative powers of the Senate, or providing for the budgeting and appropriation of Student Body Funds, shall be presented in the form of a Bill. The specific bill types shall be as follow:

      1. Appropriations Bill. An appropriations bill either sets or modifies the budget, or provides for the allocation of funds to registered student organizations.
      2. Finance Bill. A finance bill authorizes the use of funds for purchasing goods or contracting services for Student Government.
      3. Government Bill. A government bill amends the Student Body Statutes or other body of law within the legislative power of the Senate. Additionally, bills providing for both use of the Student Body funds as well as amending bodies of law shall be in the form of a government bill.
      4. Program Bill. A program bill establishes a co-sponsorship with another organization while allocating funds for the organization's event.

Section 2. This act shall be effective immediately upon its adoption by Senate.
