A BILL TO BE ENTITLED
AN ACT TO GRANT DISCRETIONARY ABSENCE EXCUSE POWER TO COMMITTEE CHAIRS
Short Title: Chair Discretionary Excused Absence Act. (Senate)

BE IT ENACTED by the NC State University that:
Section 1. Student Body Statutes, Chapter 2, Senate Rule 2(e) shall be amended to read as follows:
"(e) Documenting Attendance. Immediately after calling the Senate to order, and immediately before declaring the Senate adjourned, the President shall cause the roll to be called to establish the presence of a quorum and to confirm the attendance of Senators. Any Senator not in attendance for such a roll call, and not providing an alternate, shall be assessed with one-half (1/2) of a Senate absence. The Chair of each respective Committee shall be required to document Senator attendance for formal Committee meetings; any Senator not in attendance for a Committee meeting shall be assessed with one-half (1/2) of a Senate absence, and alternates shall not be permitted. Committee chairs shall designate any committee absence as excused within one (1) week of the absence. Any Senator sponsoring a Finance Bill who fails to attend the Finance Committee meeting at the time slot for which he/she is scheduled shall be assessed one-half (1/2) of a Senate absence per time slot missed. Any Senator failing to attend the Student Government Retreat shall be assessed one (1) Senate absences; no absences shall be recorded from the Retreat itself for Senators not in attendance. All absences shall be submitted to the Secretary."
Section 2. Student Body Statutes, Chapter 2, Senate Rule 2(f) shall be amended to read as follows:
"(f) Attendance Policy. If a Senator or duly appointed alternate is absent for a meeting or roll call conducted under the provisions of this rule, he or she may present a written excuse for the absence to the Committee on Government Operations within one (1) week of the absence. The Committee on Government Operations shall determine, by the vote of a simple majority, whether an absence is to be deemed excused and report all such findings to the Secretary. Committee absences reported by the chair as excused need not be confirmed by the Government Operations Committee. Should any Senator accumulate three (3) unexcused absences or six (6) total absences during a session, the Secretary shall bring allegations against said Senator."
Section 3. This act shall be effective immediately upon its adoption by Senate.
