RESOLUTION 41

AN ACT CALLING FOR THE UNIVERSITY OF NORTH CAROLINA BOARD OF GOVERNORS TO SET UNIVERSITY STANDARDS REGARDING STUDENT FEES AND TO ENCOURAGE WAYS TO MODERATE THE NECESSITY FOR FUTURE FEE INCREASES

WHEREAS, North Carolina State University is a land-grant institution and one of the

sixteen institutions of the University of North Carolina; and

WHEREAS, Article IX, Section 9 of the Constitution of the State of North Carolina

states that,"The General Assembly shall provide that the benefits of The

University of North Carolina and other public institutions of higher

education, as far as practicable, be extended to the people of the State free

of expense"; and,

WHEREAS, the North Carolina State University Board of Trustees approved an

Athletic Fee increase of $10.00 (ten dollars) without student approval;

and,

WHEREAS, there are also no standards by which the student fee requests are judged;

and,

WHEREAS, North Carolina voters overwhelmingly approved the Higher

Education Bond, which will provide money to all public institutions of

higher education in North Carolina, including NC State, to many

departments and areas that receive student fee dollars; and,

WHEREAS, student fees are vitally important to fund many important departments and

programs at each of the sixteen institutions of the University of North

Carolina; and,

WHEREAS, student fees financially affect and are designed to serve every enrolled

student of a public institution of higher education in North Carolina; and,

 

WHEREAS, Chapter VII, Section 701 of the Code of the Board of Governors of the

University of North Carolina allows the Board of Governors to set student

fee policy at each institution of the University of North Carolina; and,

WHEREAS, there are no guidelines for the appropriateness of a student fee request,

therefore be it

RESOLVED, that the North Carolina State University Student Senate requests that the

Board of Trustees formulate and implement a set of University-wide

standards and guidelines concerning the future establishment of student

fees, as well as for the increase, decrease, transiting, allocation, and

expenditure of student fees; and be it further

RESOLVED, that the North Carolina State University should encourage those

constituent entities receiving student fees to search for ways to reduce the

necessity for future student fee increases by encouraging fiscal

responsibility on all levels.
