GOVERNMENT BILL 51
A BILL TO BE ENTITLED
AN ACT TO ESTABLISH A UNIFORM PROCEDURE FOR THE ELECTION OF SENATE OFFICERS AND THE CONFORMATION OF APPOINTMENTS.

WHEREAS, special rules have been consistently adopted prior to elections and confirmations during the past 3 sessions; and,
WHEREAS, the Standing Rules of the Senate are a repository of procedures frequently used by the Student Senate; now, therefore be it
ENACTED, by the North Carolina State University Student Senate that:
Section 1. Student Body Statutes §2-1, Rule 3(b) shall be amended by inserting "(8) Election of Senate Officers;" to read as follows:
(b) Order of Business. After being called to order, and calling the roll to establish the presence of a quorum, the Senate shall proceed with its business as follows:
- Approval of the journal of the previous meeting;
- Receipt of petitions and other correspondence addressed to the Senate;
- Reports of the Officers;
- Reports of Senate Standing Committees, in alphabetical order;
- Reports of Senate Select Committees, in alphabetical order;
- Senators’ Speeches;
- Approval of appointments of Senators and other Student Government Officials;
- Election of Senate Officers;
- Veto Messages from the Student Body President;
- First Reading of legislation;
- Motions to fast-track;
- Referrals to committee;
- Second Reading of legislation;
- Miscellaneous Business;
- Informal Business;
- Senators’ Speeches.
Section 2. Student Body Statutes §2-1, shall be amended by inserting a new Rule 20 as follows:
Rule 20. Election of Senate Officers
- Occurrence of Elections. Elections for Senate Officers shall occur as follows:
- All elective offices shall be opened for election at the initial meeting of the session, officers such elected shall serve terms ending at the election occurring provided by §2-1, Rule 20 (a-2);
- All elective offices shall be opened for election at the meeting immediately following the presentation of the nominees by the Fall Appointments Commission.
- Upon the vacation, or notification of such vacation, of an office a special election for that office shall be held, with the results of said election effective upon date of vacation of the said office.
- Order of Elections. In the event of multiple nominations the election shall proceed in the order of the offices in §2-1, Rule 19.
- Nominations. The Chair shall call for nominations for the office to be elected. Any Senator may nominate another Senator, and nominations may be closed by a two-thirds vote of the Senate.
- Elections. Each nominee shall be allowed to speak for a period not to exceed ninety (90) seconds, in reverse the order of nomination, followed by a period of questions for all nominees simultaneously that will not exceed ten (10) minutes. Nominees shall be asked to leave the chamber prior to a period of debate, not to exceed ten (10) minutes. This period of debate shall be general and not divided among the nominees. No senators debate shall exceed one (1) minute. The nominees shall be requested to re-enter the room immediately before the chair puts the question to the Senate. The vote shall be conducted by an anonymous written ballot.
Section 3. Student Body Statutes §2-1 shall be amended by inserting a new Rule 21 as follows:
Rule 21. Confirmation of Appointments
- Presentation of Appointments. The appointing authority shall give notice to the Student Senate President of the intention to present an appointee to the Senate no later than 9 o’clock AM on the Monday prior to the Wednesday for which the meeting is scheduled. The Student Senate President shall place the appointee, with name and position of appointment, on the agenda for consideration at aforementioned Wednesday meeting.
- Conformation of Appointments. The appointee shall be allowed to speak for a period not to exceed ninety (90) seconds, followed by a period of questions for the appointee that will not exceed five (5) minutes. Appointees shall be escorted from the chamber prior to a period of debate, not to exceed five (5) minutes. No senators debate shall exceed one (1) minute.
- Administration of Oath . All confirmed appointees shall be administered the oath of office prior to the conclusion of the period of appointments.
Section 4. This act shall take effect immediately upon its adoption by the Senate.
