GOVERNMENT BILL 30

A BILL TO BE ENTITLED

AN ACT TO FORMALLY ESTABLISH THE NORTH CAROLINA STATE UNIVERSITY STUDENT GOVERNMENT WOLF AIDES PROGRAM

 

BE IT ENACTED by the NC State University Student Senate that:

Section 1. Student Body Statutes §6-1, shall amended by inserting "the Wolf Aides Bylaws;", after "the Student Code of Conduct;" so that §6-1 reads:
"§6-1. The Student Government Yearbook.
The Student Government Office shall publish annually, upon the termination of each session of the Student Senate, a letter-sized, hardbound volume containing: the Student Body Constitution; the Student Body Statutes; the Student Center Constitutions; the Constitutions governing the Student Media Authority and Inter-Residence Council; the Student Code of Conduct; the Wolf Aides Bylaws; all legislation considered by the Student Senate; all agendas, minutes, and other documents issued forth from the Student Senate; an annual report submitted by each of the Student Body Officers; a copy of each election ballot; a copy of the certified results from each election; and any other relevant documents pertaining to the Student Government and its functions."

Section 2. The following shall be added to the Student Body Statutes:

§8-18. Parliamentary Authority.

§8-1. Definitions and conventions.

Within this chapter, the following definitions and conventions shall apply:

  1. "Wolf Aide" refers to a freshman member of the Wolf Aides.
  2. "Director" refers to the Director of the Wolf Aides Program.
  3. "The Board" refers to the Board of Advisors of the Wolf Aides Program.

§8-2. Name.

The name of this organization shall be The North Carolina State University Student Government Wolf Aides Program, and may be referred to as simply the Wolf Aides Program.

§8-3. Affiliation.

The Wolf Aides Program shall be considered an entity independent of all branches and organizations of the NC State University Student Government, and shall be supported by the Student Government and regulated through these statutes and their bylaws.

§8-4. Objective.

The objective of the Wolf Aides program is to produce and sustain an effective community of student leaders at NC State University.

§8-5. Focus.

The Wolf Aides Program shall provide content relating to Leadership Development, the University’s administration, the rest of Student Government, and other student leadership opportunities on campus.

Part I. Membership

§8-6. Membership Eligibility.

Membership in the Wolf Aides Program shall only be extended to full-time first year students in good standing with the University.

§8-7. Membership Selection.

The Board of shall establish a comprehensive membership selection procedure in the Wolf Aides By-Laws. At minimum the membership selection procedure shall include an interview process.

Part II. Directors

§8-8. Director.

The Director shall be considered a Student Government Official and be responsible for the overall execution of the program, specifically:

  1. Execute all meetings of the Wolf Aides and of the Board of Advisors;
  2. Report monthly on the operations of the program to Student Senate;
  3. Coordinate the activities of the associate and assistant dirctors;
  4. Oversee the interview and application process.

§8-9. Selection of Director.

The Student Body President shall submit to the Senate a nominee for the position of Director by the first senate meeting in March. The qualifications for Director shall be as follows:

  1. Be a full time student in good standing with the university;
  2. Have prior involvement with the Wolf Aides Program.

 

§8-10. Associate Directors.

The Director shall appoint no less than two (2) and no more than five (5) Associate Directors by the end of spring semester. The Associate Directors shall assist the Director in the performance of his or her duties. All associate directors shall be considered Student Government Officials.

§8-11. Board of Advisors Generally.

The Board of Advisors shall be composed of the Director and all Associate Directors, and shall be chaired by the Director. The Board shall meet at the call of the Director and require a quorum of a majority of members to conduct business.

§8-12. Responsibilities of the Board of Advisors

Shall have the following reserved powers:

  1. Enact and modify the Wolf Aides Budget;
  2. Suspend or remove Wolf Aides, Assistant Directors, and Associate Director, per §8-14;
  3. Enter into contracts;
  4. Enact and amend the Wolf Aides Bylaws per §8-17;

§8-13. Assistant Directors.

The Director may appoint any number of Assistant Directors who shall not be considered Student Government Officials and who shall not sit on the Board of Advisors.

Part III. Disciplinary Procedures.

§8-14. Removal of Directors.

The Director and all Associate Directors are considered Student Government Officials, and as such are subject to the punitive powers of the Senate per §2-2. The Board of Advisors may remove any Associate or Assistant Director by a three-fourths (3/4) vote of the Board.

§8-15. Removal of Wolf Aides.

The Board of Advisors may remove a Wolf Aide from the program with documented due cause, including excessive absences, as outlined in the Wolf Aides Bylaws. The Board of Advisors shall remove no Wolf Aide by less than a three-fourths (3/4) vote. Should a Wolf Aide be removed from a Student Government office after impeachment and conviction, they are to be automatically dismissed from the Wolf Aides Program.

Part IV. Miscellaneous.

§8-16. Wolf Aides holding office.

  1. The position of Wolf Aide shall not be considered a Student Government Office.
  2. The Wolf Aides Program shall encourage Wolf Aides to seek and hold other positions within Student Government.

§8-17. Amendments to The Wolf Aides Bylaws.

The Wolf Aides Bylaws shall be the by-laws of this chapter of The Student Body Statutes, and shall be enacted or amended by a two-thirds (2/3) vote of the members of the Board of Advisors, provided that the details of the proposed amendment have been announced to members of the Board seven (7) calendar days prior to the meeting at which it is to be considered.

§8-18. Parliamentary Authority.

In cases where there is no applicable rule in this chapter or in The Wolf Aides Bylaws, the rules contained in The Standard Code of Parliamentary Procedure shall govern the procedure of the Board of Advisors."

Section 3. Effective upon enrollment, Erica Lezan shall become Director of the Wolf Aides Program for the duration of the 2000-2001 academic year.

Section 4. This act shall take effect upon enrollment.
