AN ACT TO FORMALLY DEFINE THE WOLF AIDES PROGRAM AS AN AGENCY OF THE STUDENT GOVERNMENT AND TO CLARIFY THE FORMAL STRUCTURE OF SAID GOVERNMENT

BE IT ENACTED by the NC State University Student Senate that:
Section 1. Student Body Statutes Chapter 1 shall be struck and new chapter inserted in its place, so that Chapter 1 reads:

§1-1. Definitions and conventions
Within this chapter, the following definitions shall apply:
- An "entity" is any multi-member political unit of the Student Government, including the three constitutionally defined branches, the office of the Student Body Treasurer, all charter agencies, and all executive agencies.
- An "Official" is any student holding one or more positions in the government entities.
- A Student in Good Standing is any student of the university who is not under any academic penalty or probation, including Academic Warning and Suspension, or under any form of judicial probation, suspension, or expulsion.
Part I. Statutory Entity and Official Conventions
§1-2. Structural Definitions
Part I of this chapter shall be considered the authoritative source for the meanings or definitions of terms throughout these statutes relating to entities and officials.
§1-3. Scope of "Student Government"
The term "Student Government" shall be defined as the organization comprising of all political units answering to the direct authority of the Student Body Statutes.
§1-4. Student Government Branches
The primary entities of the Student Government shall be the three constitutionally defined branches; composed as such:
- Student Senate. The Student Senate shall be comprised of all Student Senators, the Student Senate President, the Student Body Treasurer, the Student Body Comptroller, and all officials appointed by the Senate President or a Senate Committee.
- Executive Branch. The Executive Branch of Student Government shall be comprised of the Student Body President; appointed officers and officials reporting to the Student Body President; and the heads of, but not the members of, all executive agencies.
- Judicial Branch. The Judicial Branch of Student Government shall be comprised of the Student Chief Justice, his or her assistants, and the members of the Judicial Boards.
§1-5.The Office of the Student Body Treasurer
The Office of the Student Body Treasurer shall be comprised of the Student Body Treasurer, the Student Body Comptroller, and all officials appointed by and reporting to the Student Body Treasurer. The Office of the Treasurer is to be synonymous with The Office of the Student Body Treasurer.
§1-6.Student Government Charter Agencies
A Student Government Charter Agency shall be any agency established by the Student Body Statutes, which shall be independent of any one other entity of Student Government and subject to the following provisions:
- The agency shall be overseen by a board containing at least one (1) Student Government Official from each branch and the head or heads of the agency. The board shall also contain any other Student Government Officials that these statutes provide to serve on the board.
- The agency shall file quarterly reports to be made available to all Student Government Officials.
- If the agency is allocated student body funds and given discretion over their use, the agency shall maintain a budget, which shall be included in the quarterly report.
§1-7.Student Government Executive Agencies
A Student Government Charter Agency shall be any agency established by the Student Body President for the purpose of completing tasks necessary to effect Student Government goals and responsibilities, subject to provisions as follows:
- The head of the agency shall be a member of the Executive Branch;
- The agency shall have at least three (3) members, including the head, who are to be considered officials of the agency;
- The agency shall be free from the day-to-day supervision of the greater executive branch.
§1-8.Student Government Officials
Student Government Officials shall include all members, as defined by §1-4 and §1-5, of the Student Senate, the Judicial Branch, the Executive Branch, the Office of the Treasurer, and the heads or boards of charter agencies, but shall exclude the members of both charter and executive agencies. Student Government Officer is synonymous with Student Government Official, and the position the official holds is a Student Government Office.
§1-9.Student Government Executive Officers
Student Government Executive Officers shall be the positions in Student Government elected by the student body at-large, namely the Student Body President, the Student Senate President, the Student Body Treasurer, and the Student Chief Justice. Each Student Government Executive Officer shall supervise a group of Student Government Officials, which, except where otherwise provided for, shall have entirely distinct memberships. Student Body Officer is to be synonymous with Student Government Executive Officer.
§1-10.Elected Officials
Elected officials shall be all Student Government Officials serving in offices typically filled by the Student Body Elections, including all Senators, both appointed and elected, and the Student Government Executive Officers. This section shall not be taken to mean that appointed Senators were by some means elected.
§1-11.Appointed Officers
Appointed Officers shall include the Student Government Officials serving in appointed positions explicitly defined by the Student Body Statutes. Heads and at-large board members of charter agencies shall be considered Appointed Officers.
§1-12.Appointed Officials
Appointed Officials shall include Student Government Officials appointed to positions not explicitly defined by the Student Body Statutes, but rather created by an appointing authority. Appointing Authorities shall consist of the Student Government Executive Officers and the Senate Standing Committees, and no appointing authority shall appoint an official who does not report, directly or indirectly, to the same authority. It shall be the responsibility of the appointing authority to keep record of the responsibilities entrusted to the Appointed Official. Heads of Executive Agencies shall be considered appointed officials.
§1-13.Student Government Agency Officials
The members and heads of a Student Government Charter or Executive Agency shall be considered officials of that agency, e.g. a Wolf Aides Official. An individuals status as an official of an agency has no bearing on their status as an official of the Student Government, unless otherwise provided for by these statutes.

§1-15.Electronic Presence
All entities of Student Government are entitled to space on the Student Government web directory or server, and may elect to choose their own webmaster. The Student Government Webmaster shall be responsible for overseeing all other webmasters, maintaining sites of entities without their own webmaster, and ensuring that a uniform graphic identity is maintained.
Part III. Statutes Concerning Officials
§1-16. Basic Qualifications for Student Government Officials; dual office holding prohibited.
All Student Government Officials shall be chosen from the Student Body at large, provided that they have not been prohibited from service following removal from office. The Student Body Auditor, as an exception, shall be chosen from any internal or external source as deemed appropriate by the Student Body President. No student may serve in more than one Student Government Office at any one time.
§1-17. Special Qualifications for Specific Offices.
In addition to any other requirements in the Student Body Constitution and Statutes, the following special qualifications shall apply:
- The Student Senate President shall have served for at least six (6) months as a Student Senator;
- The Student Body Comptroller shall have passed ACC 210 or ACC 280 with a grade of C or better; and
- The Student Body Chief Justice shall have served for at least two full semesters on a Judicial Board or as a Judicial Assistant, and shall meet any other criteria outlined in the Procedures Manual of the Code of Student Conduct.
§1-18. Good Standing Requirement.
All Student Government Officials shall be students in good standing at the time of their appointment or election, and shall remain such their entire term in office. Should any student government official be found to be not a student in good standing, a Student Government Advisor shall notify the appropriate executive officer(s), and the official in question shall forfeit their office upon receipt of said notification. All appointing authorities shall request a Student Government Advisor to confirm a student is in good standing before offering an appointment.
§1-19. Requirements Concerning Salaries for Officials.
The following requirements shall apply to the dispensing of Student Body funds as salaries to Student Government Officials:
- No salary shall be dispensed that is not included in the Student Government Budget, unless otherwise authorized by act of the Senate.
- Any official who has not been properly sworn into office shall be ineligible to receive any salary money;
- Any appointed official who does not have official duties on record with the Office of the Treasurer .shall be ineligible to receive any salary money;
- Once a salary is authorized for an office, it must be dispensed to any official holding that office on a permanent basis, unless otherwise ordered by act of the Senate.
§1-20.Removal of Officials.
Student Government Officials may be removed from office as follows:
- All Student Government Officials may be removed from office by the Student Senate, per $2.2, Punitive Powers of the Senate;
- Appointed Officials and Appointed Officers not confirmed by the Student Senate may removed by the authority who appointed them for just cause;
- All officials may be automatically removed from office if it is determined they fail to meet basic documented eligibility requirements, including the Good Standing Requirement (§1-18) and requirements concerning enrollment within the Student Body Constitution.
§1-21. Student Government Code of Ethics.
The responsibilities of a Student Government Official shall be:
- to answer the needs of his or her constituent body through his or her sense of moral duty and obligation;
- to continually enhance and encourage collegiality among all Student Government Officials;
- to incorporate civic virtues and advocacy in serving the needs of NC State University and its surrounding community;
- to encourage programs that benefit the entire University;
- to lobby in an effective and ethical manner, incorporating issues that affect both the Student Body and the surrounding community;
- to represent Student Government and NC State University in a beneficial and respectful manner;
- to ensure that administrative decisions are in the best interest of the Student Body;
- to actively avoid conflicts of interest;
- to be informed of and attempt to remedy campus problems and controversies;
- to represent the Student Body fairly and equally; and
- to dutifully uphold and preserve the Student Body Constitution.
§1-22.Oath of office; administration of oath.
- All Student Government Officials shall, upon the beginning of their term of office, take the following Oath of Office in the presence of witnesses: "I, (officials name) do solemnly swear (or affirm) that I shall faithfully represent the interests of the Student Body of North Carolina State University, that I will dutifully uphold and preserve the Student Body Constitution, and that I will faithfully execute the office of (name of office) for the (academic year) academic year."
- The oath shall be administered to the Executive Officers by the outgoing Student Body Chief Justice at the earliest possible convenience after the Student Body Elections.
- The Student Body President shall administer the oath to all of his or her appointees, including heads of executive agencies.
- The Student Senate President shall administer the oath to all Student Senators.
- The Student Body Chief Justice shall administer the oath to all Judicial Board members and Judicial Assistants.
- The Student Body Treasurer shall administer the oath to all of his or her appointees, including the Student Body Comptroller.
- The Student Body Chief Justice or the outgoing board chair shall administer the oath to heads and at-large board members of charter agencies."
Section 2. Student Body Statutes §2-2-9, shall amended by inserting, "or Student Government Agency Office," after, "from holding any Student Government Office," so that §2-2.9 reads:
"§2-2.9. Penalties for conviction in impeachment trials.
Upon conviction, the convicted Student Government Official shall immediately be removed from office. The official shall be prohibited from holding any Student Government Office or Student Government Agency Office for the remainder of the current academic year and the following academic year.
Section 3. Student Body Statutes §2-2, shall amended by adding the following:
"§2-2.10. Powers Relating to Charter Agency Officials.
Only the Boards of Directors of Charter Agencies may remove agency officials and members in their respective agency. Should a removed official feel their dismissal was inappropriate, they may file a request for a Senate appeal with the Senate Government Operations Committee. If a majority of committee feels that the appeal merits Senate consideration, the Senate shall conduct a hearing on the question of overturning the dismissal in executive session. A majority of Senators present and voting is sufficient to overturn an agency dismissal."
Section 4. Student Body Statutes Chapter 5, shall amended by adding the following:
"§5-5. Operational Line-items.
All branches and agencies of the Student Government shall have access to funds in budget line-items designated for a purpose relating to general operation, subject to the oversight of the Office of the Treasurer."
Section 5. Student Body Statutes §6-1, shall amended by inserting "the Wolf Aides Bylaws;", after "the Student Code of Conduct;" so that §6-1 reads:
"§6-1. The Student Government Yearbook.
The Student Government Office shall publish annually, upon the termination of each session of the Student Senate, a letter-sized, hardbound volume containing: the Student Body Constitution; the Student Body Statutes; the Student Center Constitutions; the Constitutions governing the Student Media Authority and Inter-Residence Council; the Student Code of Conduct; the Wolf Aides Bylaws; all legislation considered by the Student Senate; all agendas, minutes, and other documents issued forth from the Student Senate; an annual report submitted by each of the Student Body Officers; a copy of each election ballot; a copy of the certified results from each election; and any other relevant documents pertaining to the Student Government and its functions."
Section 6. The following shall be added to the Student Body Statutes:

§8-20. Parliamentary Authority.
§8-1. Definitions and conventions.
Within this chapter, the following definitions and conventions shall apply:
- "Wolf Aide" refers to a freshman member of the Wolf Aides.
- "Wolf Aides" is the plural of "Wolf Aide," referring to the membership of the Wolf Aides Program.
- "Director" refers to a member of the Board of the Director of the Wolf Aides.
- "The Board" refers to the Board of Directors of the Wolf Aides.
- "Coordinator" refers to any of the operational officers chosen by the Board of Directors.
§8-2. Name.
The name of this organization shall be The North Carolina State University Wolf Aides Program, and may be referred to as simply the Wolf Aides Program.
§8-3. Affiliation.
The Wolf Aides Program shall be considered a charter agency of the NC State University Student Government, and shall be supported by the Student Government and regulated through these statutes and the Board of Directors.
§8-4. Objective.
The objective of the Wolf Aides program is to produce and sustain an effective community of student leaders at NC State University.
§8-5. Focus.
The Wolf Aides Program shall provide content relating to Leadership Development, the Universitys administration, the rest of Student Government, and other student leadership opportunities on campus.
Part I. Membership
§8-6. Membership Eligibility.
Membership in the Wolf Aides Program shall only be extended to full-time first year students in good standing with the University.
§8-7. Membership Selection.
The Board of Directors shall establish a Membership Selection procedure in the Wolf Aides By-Laws.
§8-8. Fees.
The members of the Wolf Aides Program shall at no time be assessed any type of dues or fees.
Part II. Directors and Coordinators
§8-9. Organization Generally.
- The Wolf Aides Program shall be a charter agency of the student government. As such, oversight of the program shall be exercised by a Board of Directors, on behalf of the Student Government.
- The executive power of the program shall be exercised by the Wolf Aides Coordinators, who shall be lead by an Executive Coordinator and selected by the board of directors.
§8-10. The Board of Directors.
The Board of Directors shall be comprised of seven (7) members as follows:
- One director from each of the three (3) branches (Executive, Senate, and Judicial), selected by the Student Government Executive Officer in charge of that branch.
- The Student Body Treasurer or his or her designee.
- Two (2) at-large Directors nominated by the outgoing Board of Directors and approved by the Senate per §8-14.
- The Executive Coordinator, ex officio.
§8-11. Officers of the Board of Directors.
The Board of Directors shall elect a chair, vice-chair, and secretary from its membership at the first meeting of the board for a given year, and no Student Government Executive Officer shall hold any of these positions. The chair shall not be the Executive Coordinator of the program.
§8-12. Coordinators.
The Coordinators shall be responsible for executing the instructions of the Board of Directors. All Coordinators shall be chosen by the Board, and the Executive Coordinator shall be approved by the Senate, per §8-14. The specific duties of individual coordinators shall be defined in the Wolf Aides By-Laws, subject to the following provisions:
- There shall be at least an Executive Coordinator and three (3) other Coordinators;
- The Executive Coordinator shall be responsible for the overall execution of the program and the meetings of the Wolf Aides;
- There shall be a Coordinator of Governmental Affairs, responsible for ensuring excellent communication between the Wolf Aides Program and the remainder of student government, who the Board of Directors shall select from their at-large members.
- There shall be a Coordinator responsible for maintaining the Wolf Aides Program budget;
- There may be any number of Associate and Assistant Coordinators.
§8-13. Terms of the Directors.
The terms of the directors shall last for a period of one year, coinciding with a session of the Senate. At the first meeting of the Board of Directors, the at-large Directors and the Executive Coordinator shall be sworn in as Student Government Officials by the outgoing chair of the Board, or by any official in his or her absence.
§8-14. Directors and Coordinators selected by the Board.
- The Board of Directors shall nominate one (1) student in good standing to be the Executive Coordinator and two (2) students in good standing to be at-large Directors for the next year to be approved by the Senate at one of its final two meetings of its session.
- Should any of the seats on the Board filled per §8-14a become vacant, the Board shall select within twenty (20) class days a candidate to be considered by the Senate at its next meeting.
Part III. Disciplinary Procedures.
§8-15. Removal of Directors and Coordinators.
All Wolf Aides Program Directors are considered Student Government Officials, as per §1-11, and are subject to impeachment by the Senate. The Board of Directors may remove any of their appointees not confirmed by the Senate through due disciplinary process outlined in the Wolf Aides Bylaws, subject to appeal per §2-2.10.
§8-16. Removal of Wolf Aides.
The Board of Directors may remove a Wolf Aide from the program with documented due cause, including excessive absences, as outlined in the Wolf Aides Bylaws, subject to appeal per §2-2.10. Should a Wolf Aide be removed from a Student Government office after impeachment and conviction, they are to be automatically dismissed from the Wolf Aides Program.
Part IV. Miscellaneous.
§8-17. Limits for Wolf Aides holding office.
The Wolf Aides Program shall not impose requirements on Wolf Aides holding Student Government Offices that would put the Wolf Aide in the position of being forced to choose between his or her responsibilities to the program and his or her responsibilities to the office.
§8-18. The Wolf Aides Bylaws.
The Wolf Aides Bylaws shall be the by-laws of this chapter of The Student Body Statutes, and shall be enacted by a two-thirds (2/3) vote of the Board of Directors.
§8-19. Amendments to The Wolf Aides Bylaws.
The Wolf Aides Bylaws may be amended by a two-thirds (2/3) vote of the members of the Board of Directors, provided that the details of the proposed amendment have been announced to members of the Board seven (7) calendar days prior to the meeting at which it is to be considered.
§8-20. Parliamentary Authority.
In cases where there is no applicable rule in this chapter or in The Wolf Aides Bylaws, the rules contained in the Parliamentary Authority adopted by the Senate shall govern the procedure of the Board of Directors."
Section 7. This act shall take effect upon enrollment.
