A BILL TO BE ENTITLED AN ACT TO ESTABLISH A RESEARCH, EDUCATION, AND ADVOCACY ORGANIZATION WITHIN STUDENT GOVERNMENT

WHEREAS, Student Government is a major advocate on behalf of the Student Body,

and;

WHEREAS, it is charged with promoting the interests of students and advocating on their behalf to the Administration of the University, city officials, and other appropriate authorities, and;

WHEREAS,  the complexity of issues facing the student community requires a higher degree of awareness and education on the part of students, and;

WHEREAS,  Student Government has fallen short in providing a knowledgeable and sustainable group of people dedicated to pushing student solutions to issues facing higher education in North Carolina, now therefore be it

ENACTED, by the North Carolina State University Student Senate that the Student Body Statutes be amended by inserting a new Chapter 9, Wolf AWARE as follows:

CHAPTER 9.

Wolf AWARE Program.


§9-1. Definitions and conventions.

§9-1. Definitions and conventions.

Within this chapter, the following definitions and conventions shall apply:

a."Wolf AWARE" refers to the advocacy, research, and education arm of Student

Government.
b."Director" refers to the Director of Wolf AWARE.
c."The Board" refers to the Board of Directors of Wolf AWARE.

§9-2. Name.

The name of this organization shall be The North Carolina State University Alliance Working for Advocacy, Research, and Education and may be referred to as Wolf AWARE.

§9-3. Affiliation.

Wolf AWARE shall be considered an entity independent of all branches and organizations of the NC State Student Government, and shall be supported by the Student Government and regulated through these statutes and their bylaws. 

§9-4. Objective.

The objective of Wolf AWARE shall be to identify current and emerging issues that directly affect students; to research said issues in a serious, objective, and thorough manner; to educate students on selected issues; and to encourage responsible authorities, through advocacy, to adopt the recommendations of the Student Body as articulated by this organization and by acts of the Student Senate.

Part I. Director

§9-5. Duties of Director.


The Director shall be considered a Student Government official and shall be responsible for the overall operation of Wolf AWARE, specifically:

a. Oversee activities of the research and lobbying divisions of Wolf AWARE.

b. Deliver a written report to the Student Senate at all regular meetings detailing the

progress of advocacy, research, and education activities.
c. Oversee the selection process of members of the lobbying corps.
d. Execute all meetings of the Board of Directors.


§9-6. Selection of Director.

The Student Body President shall submit to the Senate a nominee for the position of Director by the first senate meeting in March. The qualifications for Director shall
be as follows:

 a. Be a full time student in good standing with the university;
 b. Be unaffiliated with any other branch of Student Government upon taking

office as director.


Part II. Staff

§9-7 Lobbying Corps.

A Lobbying Corps consisting of no less than four members shall be charged with the task of developing and executing strategies to present the student position on matters deemed appropriate by the Board of Directors. Resolutions adopted by the Student Senate stating the will of the Student Body regarding various issues shall be given priority over other advocacy pursuits of the Lobbying Corps.

§9-8. Research Team

An arm of Wolf AWARE shall be dedicated to researching issues pertinent to student interests and developing innovative modules for educating students on these issues through the following means:

a. surveys of student knowledge and opinions
b. interviews with relevant authorities
c. publication of data and information in an accessible and objective format

§9-9. Selection of Staff.

The Director, with the advice of the Board of Directors, shall accept applications from interested students for appointment to staff positions, both research and lobbying. Finalists shall appear before the Director and selected members of the Board of Directors for interviews. The Director will then select from amongst the finalists those students for staff positions.

 

§9-10. Board of Directors.

The Board of the Directors will be composed of 11 members, including the Director whom will be the chair. The Board will be charged with identifying key issues affecting the student body. It is from those issues that Wolf AWARE will research, educate and advocated to appropriate bodies.

§9-11. Selection of Board of Directors.

The Board's membership shall consist of the Director of the WolfAides Program, the Student Senate President Pro Tempore, and representatives from Inter-Residence Council, Union Activities Board, Student Media Authority, Graduate Student Association and four (4) other organizations to be determined yearly by special selection process provided for in these statutes.

The at-large seats will hold a renewable yearlong membership. Selection for membership will be based upon an application. Information included in said application shall consist of an organization profile, a statement of the organization's goals, and the name of the organization's delegate. Solicitation and selection for the at-large members will occur in April. The Director shall administer the group selection process, selected groups being subject to the approval of the Student Senate.

§9-12. Responsibilities of the Board of Directors.

The Board shall have the following responsibilities:

a. Identify a set of issues affecting their constituents and the student body

b. Publicize the advocacy, research, and education efforts of Wolf AWARE

c. Gather support from their respective organizations when assistance is needed

for education or advocacy efforts.

d. Attend bimonthly meeting of the Board.
