A rule TO AlloW for the Consideration of appropriations bill 92

Provides for the consideration during second reading of the 2003-2004 Budget.  Additionally, it amends several line items in the budget, bars the use of the Previous Question, and only allows revenue neutral amendment.


 


BE IT RESOLVED,  by the North Carolina State University Student Senate that:

 

Section 1.        Upon adoption, Appropriations Bill 92, The 2003-2004 Budget Act, shall be placed on the calendar of the current meeting for consideration as the last item of business for the period of second reading.

 

Section 2.        Appropriations Bill 92 shall be amended as follows:

                                   

a.)    Strike $2500 from Line 1004, Judicial Board Retreat, and insert $1000;

b.)    Strike $300 from Line 301, Student Senate Secretary, and insert $600;

c.)    Strike $300 from Line 302 Student Senate President Pro Tempore and insert $600;

d.)    Strike $1000 from Line 1001, Wolf Aides Leadership Development Program, and insert $1500;

e.)    Strike Line 1201;

f.)     Insert Line 1201 to read as follows:  Elections Supplies and Publicity – Fall 2003   $600;

g.)    Insert Line 1202 to read as follows:  Elections Supplies and Publicity  – Spring 2004 $1300.

 

Section 3.        Except as provided by general consent, no motion to order the previous question or effectively order the previous question on Appropriations Bill 92, or on any amendments to or on any subsidiary motions of Appropriations Bill 92 shall be in order.

 


Section 4.        No amendment to Appropriations Bill 92 shall be in order unless it is strikes and adds equally summed amounts to the budget.

 

Section 5.        In all cases where this act and the Standing Rules of the Senate may conflict, this act shall govern.
