Summary of Purpose:
This bill declares that the proposed text change (related to the number of non-rlated residents allowed in a single-family residence) unfairly target student populations and is discriminatory against students, the poor, and minorities. This urges the Raleigh City Council to oppose a reduction in the number of non-related residents permitted in a single-family residence.

RESOLUTION 35

 

A RESOLUTION TO BE ENTITLED

An act to urge the Raleigh city council to oppose a reduction in the number of non-related residents permitted in a single-family residence

 

WHEREAS,    the Raleigh City Council is in the process of reviewing an ordinance that would reduce the number of non-related occupants permitted in a single-family residence from four (4) to two (2); and,

 

WHEREAS,    the are currently no less than 3,100 households in the City of Raleigh compromised of between three (3) and four (4) unrelated occupants; and,

 

WHEREAS,    the vast majority of the North Carolina State University Student Body lives in two Raleigh planning districts; the university district and the southwest district; compromised of 53% and 69% rental housing, respectively, higher than the city average; and,

 

WHEREAS,    several areas of the city that are predominantly minority also have an above-average amount of rental housing; and,

 

WHEREAS,    the average two bedroom monthly rental in the city is $651, among the highest in the state; and,

 

WHEREAS,    sharing a single family residence amongst three to four persons provides an affordable housing alternative, invaluable for the cityÕs poor; and,

 

WHEREAS,    the students of North Carolina State University have been faced with rapidly escalating tuition costs in recent years, and need affordable housing options now more than ever; and,

 

WHEREAS,    the proposed ordinance has been inspired at least partially by complaints of congestion, litter and noise, dilapidation, and public drinking, problems all addressed by existing laws and ordinances; and,

 

WHEREAS,    licensing of landlords has been considered as an option to encourage better upkeep and standards of behavior on leased property, and would serve to promote enforcement of existing laws; and,

 

WHEREAS,    by retaining current housing occupancy laws, the City Council can promote affordable housing while using existing laws to protect the standards for community behavior; now, therefore be it

 

RESOLVED,  that the North Carolina State University Student Senate declares that the proposed text change unfairly target student populations and is discriminatory against students, the poor, and minorities; and, be it further

 

RESOLVED,  that the North Carolina State University Student Senate urges the Raleigh City Council to oppose a reduction in the number of non-related residents permitted in a single-family residence.
