A rule Concerning the Fast-Track consideration of Resolution 94

Provides for the consideration of the R 94, Support For The United States Armed Services, at the meeting that this rule is adopted. Places consideration of R 94 at the end of the Second Reading Period. Further requires all amendments be considered in Committee of the Whole, with 5 minutes provided for each amendment.


 


BE IT RESOLVED,   by the North Carolina State University Student Senate that:

 

Section 1.       Upon adoption, Resolution 94, Support For The United States Armed Services, shall be removed from any calendars for first reading and placed on the calendar of the current meeting for consideration as the last item of business for the period of second reading.

 

Section 2.       Except as provided by general consent, no motion to amend or effectively amend Resolution 94 shall be in order unless recommended by the Committee of the Whole. Amendments recommended by the Committee of the Whole shall be decided without debate.

 

Section 3.       At the start of the second round of debate on Resolution 94, provided that any amendments have been introduced or upon the introduction of any subsequent amendments, the Senate shall dissolve into the Committee of the Whole in order to consider any amendments under the Ò5-minute ruleÓ for recommendation per Section 3. Each motion to amend shall be reviewed by the Committee of the Whole for a period not to exceed 5 minutes. The Committee may extend the period on any given amendment by 5 minutes, provided that five (5) or more Senators do not thereto object.

 

Section 4.       In all cases where this act and the Standing Rules of the Senate may conflict, this act shall govern.
