A BILL TO BE ENTITLED

AN ACT TO ESTABLISH THE 2002-2003 FOOTBALL TICKET

DISTRIBUTION POLICY

 

BE IT ENACTED,     by the North Carolina State University Student Senate that:

 

Section 1.       The following chapter shall be added to the Student Body Statutes:

Student Ticket Distribution

 

Article 1. Establishment and Execution of Distribution Policies

§9-1.1. Definitions and Conventions.

Within this chapter, the following definitions and conventions shall apply:

(a)    A “Student Ticket” shall be defined as any ticket that is distributed to the student body through any of the policies of §9-2.

(b)    The “Campus Community Committee” refers to the Student Senate Committee on Campus Community.

 

§9-1.2. Campus Community Operational Authority.
The Campus Community Committee shall be authorized to take necessary and proper action to carry out the policies of this chapter. Specifically, the Campus Community Committee shall have the authority to appoint officials and retain volunteers for the purpose of executing ticket distribution policies. Within Student Government the Campus Community Committee’s authority to appoint individuals to work with ticket distribution shall be exclusive.

 

Part I. Responsibilities and Expectations

 

§9-1.3. Athletics Expectations.
The students’ expectations of the athletics department shall be as follows:

(a)    To provide current and accurate data on the total availability of student tickets;

(b)    To provide for consumables necessary for the execution of a distribution, including, but not limited to, tickets, receipts, and passes;

(c)    To provide personnel sufficient to physically distribute tickets at a reasonable rate;

(d)    To inform the Campus Community Committee or its designee of circumstantial changes that would precipitate an adjustment in a distribution policy.

 

§9-1.4. Campus Police Expectations.
The students’ expectations of the Campus Police department shall be as follows:

(a)    To provide personnel sufficient to maintain the safety of all participants of the distribution process;

(b)    To provide physical equipment necessary for site management.

 

§9-1.5. Student Government Responsibilities.
Student Government shall be responsible for:

(a)    Providing officials or volunteers to serve as a policy resource to all involved in a distribution, especially the students;

(b)    Executing and supporting any entertainment functions incorporated into a distribution.

(c)    Maintaining a current version of the ticket policy on the Student Government website.

 

Part II. Policies and Calendars

 

§9-1.6. Ticket Distribution Policies.
The ticket distribution policies shall constitute article 2 of this chapter and shall be enacted and amended by the general procedure for amending these statutes.

 

§9-1.7. Distribution Calendar.
Before each season the Campus Community Committee shall in cooperation with athletics establish a calendar of distribution dates consistent with the policies of this chapter.

 

§9-1.8. Guest Ticket Policy.
Before each season the Campus Community Committee shall in cooperation with athletics determine if guest ticket limits should be reduced or eliminated for any game.

Part I. Football Policy

 

§9-2.1. Ticket Eligibility.
All students who pay any portion of the athletics fee should be eligible to participate in ticket distribution.

 

§9-2.2. Non-Block Seating Football Ticket Distribution.

(a)    Overall Procedure:
On the first day of distribution, members of the Campus Community Committee will hand out vouchers from 10:00am – 6:00pm. On the following day, tickets will be distributed to the winning vouchers from 10:00am – 6:00pm. Any remaining tickets will be distributed on the third day from 10:00am – 6:00pm. The maximum number of tickets a student can pick up is 6, including guest tickets as per §9-1.8. Tickets are distributed in random order.

(b)   Distribution Procedure:
All students wanting tickets to home football games must be in single file lines extending from the windows 1 and 2 (3, if needed). It is the student’s responsibility to keep up with their place in line. Members of the Campus Community Committee and Campus Police Officers can revoke any ticket privileges from nonconforming students.

(c)    Guest Tickets:
A student can purchase one guest ticket per valid All Campus Card with exceptions to be determined by the Campus Community Committee prior to the football season.

(d)   Students with Disabilities:
Those students with an apparent disability who are registered with the Athletic Ticket Office and the Student Organization of the Differently Abled (SODA) may request for a second ticket free with their All Campus Card for the use of a person aiding them into and out of Carter-Finley Stadium.

(e)    Concerning Fraudulent Use of the All Campus Card:
Fraudulent use of an All Campus Card will result in loss of ticket privileges for the next event and the immediate confiscation of the All Campus Card. The violation will be referred to the Judicial Board for review. Fraudulent use of the All Campus Card includes but is not limited to students allowing non-students or alumni to use their cards to gain entrance to games or students using All Campus Cards other than their own.

(f)     Exceptions:
Certain games will not follow this policy due the extenuating circumstances. These games will be identified by the Campus Community Committee and the Athletics Department. The guidelines for these games will be posted at least two weeks prior to the game via tickets.ncsu.edu.

 

§9-2.3 Block Seating for Football.

(a)    General Rules and Regulations:
The minimum number for block seating is twenty-five (25) and the maximum is one hundred (100). There is a limit of 4,000 tickets available for block seating. A lottery will be held to determine which groups shall receive tickets and the ticket location. Guest tickets cannot exceed the number of student tickets. Some games may have an altered guest ticket policy determined by the Campus Community Committe according to §9-1.8 Please note that if an invalid ID number is in included on your submitted list the whole list will be invalid. The required form will be available online at http://tickets.ncsu.edu. Each group must have the following:

                  i.     Printout of the completed online form from http://tickets.ncsu.edu.

                   ii.     Payment for guest tickets

                     iii.     Large manila envelope to hold your order for tickets

To be eligible for block seating, groups must submit their envelope with the above information between the hours of 8:30am and 10:30am on the block seating date at Reynolds Coliseum. Groups will be randomly selected and the winning groups will be posted on the tickets.ncsu.edu by the end of the week. Tickets will be available on the same day as Voucher Distribution at the NC State Ticket Office, which is located inside the Wolfpack Club offices (Stroud Center) on Western Boulevard.

 

§9-2.4 AllCampus Card Failure.
If your All Campus Card is denied when scanned, the student will have until 6pm on the day of distribution to have their card rescanned in order to pick up your original ticket. The ticket will not be held past the 6pm. All Campus Cards and NC State Student Tickets are both required for NC State students to enter Carter - Finley Stadium. Admission will be refused otherwise. Student tickets will not be available at the stadium on game days.

 

Part II. Basketball Policy

 

§9-2.5 Basketball Ticket Distribution Policy.

This Section is reserved for future use.

 

Section 2.       This act shall take effect upon enrollment.
