GOVERNMENT BILL 87

 

A BILL TO SET QUALIFICATIONS FOR

STUDENT BODY TREASURER CANDIDATES


WHEREAS,    The Student Body Constitution Article 1, Section 5 lists among the responsibilities of the Student Body Treasurer to:

A. be the chief financial officer of the Student Body;

B. serve as an ex-officio member of the Senate, but as a non-voting member on financial matters;

D. serve as Senate Financial Committee Chair;

E. serve as consultant for all Senate Finance bills; and,

                       

WHEREAS,    those responsibilities stated above require a working knowledge of the Student Senate, and itŐs procedures; and,

 

WHEREAS,    the Student Body Statutes Chapter 5, Section 2 entrusts the Student Body Treasurer, as Chair of the Student Senate Finance Committee with the responsibility of overseeing each semestersŐ appropriations process and ensuring that the Finance Committee and the Senate as a whole execute the appropriations process in accordance with said statutes; and,

 

WHEREAS,    the responsibilities of the Student Body Treasurer and Chair of the Finance Committee require a working knowledge of Student Body Statutes ¤5-2, the precedents and procedures of the Student SenateŐs appropriations process, and a general knowledge of the Student SenateŐs budgetary process.

 

WHEREAS, the Student Body Statutes ¤5-3.5. lists among further responsibilities of the Student Body Treasurer to:

d. Provide impartial assistance to Student Senators drafting bills appropriating or allocating student body funds; and,

 

WHEREAS,  assistance in drafting bills appropriating or allocating student body funds requires a general knowledge of the procedures of the Student Senate and the Finance Committee; and,

 

WHEREAS,  the knowledge and experience needed to execute many of the key functions of the office of Student Body Treasurer are almost exclusively be gained as a member of the Student Senate or as a member of The Department of the Treasury; now, therefore be it

 

ENACTED,    by the North Carolina State University Student Senate that:

 

Section 1.       Student Body Statutes ¤7-1.10. Qualifications for Student Body Treasurer Candidates. will be amended by striking:

 

Candidates for Student Body Treasurer shall be required to have no qualifications beyond the basic qualifications for office.

and inserting:

 

Candidates for Student Body Treasurer will be required to meet the basic qualifications for office and in addition will meet at least one of the following further qualifications:

(a)    The candidate will have served at least a majority of the scheduled Student Senate meetings in any given year by the close of filing.

(b)  The candidate will have served as a department level official in the Department of the Treasury.

 

Section 2.       This act will take effect upon the completion of the 2003 Spring General Election, provided that it is enrolled.
