A RESOLUTION TO BE ENTITLED
An act To urge the board of trustees to Expand 24-hour visitation in certain residence halls

WHEREAS, it is the current policy of North Carolina
State University Housing that students living in an on-campus residence hall
may never have guests of the opposite gender after 1 a.m. on Sunday through
Thursday nights and after 2 a.m. on Friday and Saturday nights; and,
WHEREAS, it is the current policy of North Carolina State University
Housing that students living in an on-campus residence hall may not have
same-gender guests from outside of the residence hall without registration
during these same hours; and,
WHEREAS, the current visitation policy of North
Carolina State University makes the blanket assumption that there can never be
a responsible and productive gathering of students of mixed genders in
residence halls in early morning hours; and,
WHEREAS, in many cases, students continue to be
involved in productive academic, co-curricular, and recreational activities
well into the early morning hours; and,
WHEREAS, it has been several years since the last
formal evaluation of residence hall visitation hours by North Carolina State
University; and,
WHEREAS, large portions of the North Carolina State
University student body have regularly and strongly supported increases in
visitation options over the course of many years; and,
WHEREAS, the vast majority of North Carolina State
University’s peer institutions provide at least some option for 24-hour
visitation within their residence halls; and,
WHEREAS, the University of North Carolina at Chapel
Hill offers 24-hour visitation within several specific residence halls; and,
WHEREAS, students advancing beyond the freshman class have
demonstrated an ability to productively participate in the academic and
co-curricular environment of the university; and,
WHEREAS, 24-hour visitation could be established as a
privilege extended to students residing in upper-class residence halls,
specifically the Avent Ferry Complex, Bragaw Hall, North Hall, and Watauga
Hall; and,
WHEREAS, the university experience teaches young adults not just
academics but responsibility, independence, and collegiality; and,
WHEREAS, permitting individual roommates to decide
terms for visitation provides a valuable opportunity for the growth of personal
responsibility and interpersonal communication and compromise; and,
WHEREAS, any and all changes made to the visitation policy of North
Carolina State University can and should always preserve the paramount rights
of the roommate, including the right of a roommate to partially or absolutely
restrict visitation; now, therefore be it
RESOLVED, that
the North Carolina State University Student Senate urges the Board of Trustees
to enable students living in upper-class residence halls to determine their own
standards for 24-hour visitation.
