GOVERNMENT BILL 24
A BILL TO BE ENTITLED
An act to CREATE a permanent structure to provide for a method to elect the leaders of the pack each fall
WHEREAS, NCSU Student Government regularly provides election services for the annual Leaders of the Pack Contest; and,
WHEREAS, the existence of the Fall General Election guarantees that an Elections Commission will be available to run an election in the fall; now, therefore be it
ENACTED, by the North Carolina State University Student Senate that:
Section 1. Student Body Statutes Chapter 7, Article 1 shall be amended by inserting:
¤7-1.9. Leaders of the Pack Election.
Contingent on the continued operation of the UniversityÕs Leader of the Pack Contest, there shall each Fall Semester be an election to determine the outcome of the contest. This election shall occur the Monday and Tuesday prior to the UniversityÕs homecoming football game, unless one of the following conditions applies:
(a) The homecoming game is prior to the Fall Election, in which case the election shall be at the order of the Senate per SBS ¤7-1.6.
(b) The homecoming game is no more than three weeks after the Fall Election, in which case the election shall be concurrent with the Fall Election.
Should the election not be concurrent with the Fall Election, it shall take on all ordinary characteristics of a special election.
¤7-1.10. Leaders of the Pack Ballot and Results.
The Leaders of the Pack Committee shall submit to the Elections Commission the names of finalists to be included in the election no later than 5:00 PM the Wednesday prior to the opening of polls. At the conclusion of polling, the Elections Commission shall tabulate and certify the results of this election per standard practice and notify the Leaders of the Pack Committee of the results, but shall not publicly release the results until the day after the homecoming football game.
Section 2. In the event this bill is enacted into law later than 5:00 PM Wednesday September 10th, the Elections Commission is ordered to accept onto the ballot the names of the leaders of the pack finalists, provide the polls have not opened and names were previously used in a 24 hour voting equipment test.
Section 3. This act shall be effective upon its enrollment.
