RESOLUTION 58
A RESOLUTION TO BE ENTITLED
An act TO SUPPORT THE STUDENT CENTER OPERATIONS STUDENT FEE INCREASE REQUEST
WHEREAS, Article IX, Section 9 of the N.C. Constitution states, “the General Assembly shall provide that the benefits of the University of North Carolina and other public institutions of higher education, as far as practicable, be extended to the people of the State free of expense;” and,
WHEREAS, the UNC Board of Governors has extended “free as far as practicable” to all charges exacted by the state's 16 public universities, including student fees; and,
WHEREAS, the Student Center is requesting an operating fee increase of ten dollars; and,
WHEREAS, the Student Senate urges a judicious spending of Student Center monies; and,
WHEREAS, North Carolina State law mandates salary increases due to inflation; and,
WHEREAS, offering said salary increases would threaten to deplete student programming monies; and,
WHEREAS, the cost of healthcare will continue rising thus further threatening existing programming funds; and,
WHEREAS, healthcare and salary increases must be paid by law and the operations fee increase is necessary to cover these mandated increases; and,
WHEREAS, Student Center programming is available to all students regardless of majors; and,
WHEREAS, the North Carolina State University Arts program involves students from all majors; and,
WHEREAS, the NC State Arts program and the other programs of the Student Center operations fee are both large bodies; and,
WHEREAS, maintenance of the buildings will serve the interests of the both bodies; and,
WHEREAS, a separation of these three bodies; Arts, Operations, and Maintenance; will simplify the fee request process in the future; now, therefore be it
RESOLVED, that the North Carolina State University Student Senate strongly recommends the Student Center separate these three areas and have each area represented by a distinct fee in the future; and, be it further
RESOLVED, that the North Carolina State University Student Senate does support a ten dollar fee increase for operations in the University Student Center, provided that a complete professional audit of Student Center operations funds is undertaken one year after the fee is first levied and the complete results of the said audit are provided to the Student Senate directly from the auditors.
