Charter (other):

There is hereby chartered a Select Committee on the General Trust, to be comprised of such members later appointed. This Committee shall generally review the policies and procedures concerning unencumbered Student Body Funds, the General Trust, and make such recommendations it deems necessary in order to promote optimal utilization of all funds.

In particular, the Committee shall determine if the current unencumbered balance runs afoul of University regulations, and if so, what response is warranted by Student Government. The Committee shall evaluate the following options, and any others it deems fit:

  1. Maintain current practices in all manners;
  2. Expend funds in the short term;
  3. Adjust budgeting procedures to promote a level of expenditure closer to receipts;
  4. Implement supplemental budgeting of newly unencumbered funds each fall; and
  5. Adjusting the Gilligan Unexpended Funds Reappropriation percentage.
Additionally, if the Committee deems it necessary to expend funds in the short term, it shall solicit and review proposals on their relative merits. The Committee will review any appropriations referred to it for their impact on long-term strategies for funds.

The Select Committee on the General Trust is a unit of the Student Senate.
