SENATE RESOLUTION 80

 

A RESOLUTION TO BE ENTITLED

An act to Provide for effective discussion of the Fall 2004 Appropriations Act

BE IT RESOLVED,  by the North Carolina State University Student Senate that:

 

Section 1.        Except as provided by general consent, no motion to amend or effectively amend AB 68, the Fall 2004 Appropriations Act, shall be in order unless recommended by the Committee of the Whole. Amendments recommended by the Committee of the Whole shall be decided without debate.

 

Section 2.        Immediately upon the opening of debate on AB 68, provided that any amendments have been introduced, the Senate shall dissolve into the Committee of the Whole in order to consider any amendments under the 5 minute rule for recommendation per Section 2. Each motion to amend shall be reviewed by the Committee of the Whole for a period not to exceed 5 minutes. The Committee may extend the period on any given amendment by 5 minutes, provided that five (5) or more Senators do not thereto object.

 

Section 3.        Prior to final report of the Committee of the Whole pursuant to Section 2 above, the Committee of the Whole shall spend no more than ten (10) minutes to reconcile conflicts between the recommended amendments and the Student Body Budget.

 

Section 4.       In all cases where this act and the Standing Rules of the Senate may conflict, this 

                        act shall govern.
