GOVERNMENT BILL 01

 

A BILL TO BE ENTITLED

An act to Restore the Requirement that All Appropriations Requests Carry the Sponsorship of a Student Senator

 

 


WHEREAS,   in the history of the Student Senate, requests for organization appropriations have always required sponsorship of a member of the Senate, except during the last semester; and,

 

WHEREAS,   Senator sponsorship has provided organizations with a valuable resource in preparing proper requests, enhanced communication, and encouraged efforts to attract a broad pool of applicants; and,

 

WHEREAS,   sponsorship requirements were abolished citing organizational difficulty finding willing and able sponsors, as well as added complexity in the system; and,

 

WHEREAS,   careful construction of a sponsorship procedure can minimize the drawbacks while restoring the benefits; now, therefore be it

 

ENACTED,    by the North Carolina State University Student Senate that:

 

Section 1.        Chapter 5, Article 2 of the Student Body Statutes shall be amended by inserting:

 

§5-2.6. Sponsoring Senator.

Each Appropriations Request shall be sponsored by a Student Senator, selected either by the mutual consent of the organization and Senator prior to filing, or assigned by the Treasurer with the consent of the Senator once the request has been filed. The chair and vice-chair of the Appropriations Committee shall be ineligible to sponsor requests. Each sponsoring Senator shall:

(a)     Assure that the organization requesting funds is fully aware and meets all statutory and regulatory obligations of such a request.

(b)     Assist the organization in completion of their Appropriation Request.

(c)     Review and revise the Appropriations Request for correctness in such a time period provided by the Appropriations Committee following submission by the organization.

(d)     Insomuch as possible, attend all presentations of their organization to the Appropriations Committee.

 

Section 2.        This act shall be effective upon its enrollment.
