AN ACT TO REFORM THE STUDENT BODY BUDGET PROCESS
Summary of Purpose:
GB 98, the Budget Reform Act reforms some of the proceedures in adopting the Student Government Budget. Namely, it mandates the publishing of the Budget proposal 9am on the Monday prior to its consideration for second reading by the Senate, mandates timely amendment notices, and limits the changes in stipend increases for paid positions

A BILL TO BE ENTITLED

An act to reform the student body budget process

BE IT ENACTED,     by the North Carolina State University Student Senate that:

 

Section 1.        Section 5 of the Student Body Statutes be amended by the addition of:

                       

                        §5-1.20 Accelerated Consideration of the Budget

 

                        No motion to fast-track or action that effectively fast tracks the Budget Bill shall be in order in Student Senate.

 

                        §5-1.21 Notice of Amendments to the Budget Bill

                       

                        Amendments to the Budget Bill shall require a two-thirds vote to be adopted. All amendments must be sent to all Senators via electronic mail 24 hours prior to the meeting at which the Budget Bill is to be considered for second reading.

 

                        §5-1.22 Limitation of Stipend Adjustment

 

                        At no point shall it be in order for the Committee on the Budget to propose adjustments to the stipend paid to a position, excepting those positions that have been removed as Student Government Officials, that would adjust the stipend by more than a positive or negative change of ten (10) percent.

 

Section 2.        This act shall be effective upon its enrollment.
