A BILL TO BE ENTITLED

An act to establish CAMPUS COMMUNITY COMMITTEE voucher aND ADDITIONAL TICKET distribution policies

BE IT ENACTED,     by the North Carolina State University Student Senate that:

 

Section 1.        That Section 9 of the Student Body Statutes be amended by adding:

 

Part IV. Staffing Policies

 

§9-1.11. Policy on Mishandling of Vouchers.

No official, associate, or volunteer shall at any point obtain student ticket vouchers, except by the

processes set out for students in general in §9-2. This policy shall be enforced in a zero-tolerance

manner by the Campus Community Committee.

 

§9-1.12. Volunteer and Compensation Policies.

 (a)      Volunteers for voucher distribution must be currently enrolled students at NC State

University and appointed by the Campus Community Committee or their officials responsible for voucher distribution.

(b)       Volunteers shall serve hour increments, recording the exact time worked and the voucher

            numbers distributed during each hour.

(c)       Volunteers shall receive two (2) student tickets for every hour worked at a voucher

distribution window.  Under no circumstance shall the total amount of tickets an individual volunteer receives be in excess of four (4) tickets for working for a voucher distribution.

(d)       Officers appointed or elected by the Campus Community Committee who undertake a significant role during voucher distribution shall be entitled to receive a maximum of five (5) student tickets. 

(e)       Every volunteer must agree in writing prior to working every voucher distribution that they will adhere to all policy set forth by the Campus Community Committee including but not limited to:

(i)              “I will not take any vouchers at any time or under any circumstance.”

(ii)            “I will record the voucher numbers that I distribute.”

(iii)          “I am aware of all policy of the Campus Community Committee and agree to take responsibility for any breach of policy that I perform, or knowingly allow to be performed while working voucher distribution.”

(f)        Under any suspicion of the mishandling of student ticket vouchers, the Campus Community Committee will be responsible for comparing the number of vouchers distributed each hour with the voucher numbers provided by volunteers and investigating

any suspicions as the committee sees fit.

(g)       If the Campus Community Committee declares that probable significant wrongdoing has occurred after its investigation, the committee shall call upon the Committee on Government Operations or other appropriate entities to open further investigation into the matter.

(h)       The Committee on Campus Community shall maintain policy on voucher and ticket distribution separate but not in conflict with the policy set forth in this statute.  All such policy shall be made publicly available by the Campus Community Committee to its members, volunteers and to all members of the student body upon request.

 

Section 2.        This act shall be effective upon its enrollment.
