A RESOLUTION TO BE ENTITLED

An act to express the oppositioN of the student senate toward proposed budget reductions AND TO RECOMMEND THE NORTH CAROLINA GENERAL ASSEMBLY FIND ADEQUATE RESOURCES TO SUSTAIN THE MISSION OF THE UNIVERSITY

WHEREAS,   The North Carolina General Assembly is currently conducting its Constitutionally mandated duty of formulating a biennial operating budget for the University of North Carolina system, and the Joint Appropriations Subcommittee on Education has proposed $95 million in permanent reductions to the University system; and,

 

WHEREAS,   Such reductions are anticipated to equate to a $16.3 million reduction in the operating budget of North Carolina State University for the 2005-2006 fiscal year; and,

 

WHEREAS,   The General Assembly has further proposed reductions to specific line items in the University system budget, and said proposal is widely viewed as a precedent setting seizure of University budgeting flexibility; and,

 

WHEREAS,   Proposed budget reductions are expected to delay building projects on the NC State campus, halt the purchase of educational equipment and library resources, eliminate 27 vacant and 163 filled faculty and non-faculty positions at NC State, and effectively terminate vital programs such as administrative support services, student support services, community service/outreach, and instructional support services; and,

 

WHEREAS,   Proposed budget reductions are further expected to jeopardize expansion efforts including, but not limited to, the enrollment growth fund, the Biotechnology Initiatives, and the North Carolina Space Grant Consortium; now, therefore be it

 

RESOLVED,  that the North Carolina State University Student Senate finds the proposed budget reductions for the UNC system will result in an unacceptable hindrance to the mission of North Carolina State University to provide an educated workforce, conduct cutting-edge research, and offer extension services, a mission which is fundamental to promoting a growing economy in the State of North Carolina; and, be it further

 

RESOLVED,  that the North Carolina State University Student Senate recommends that the members of the North Carolina General Assembly find adequate resources to minimize reductions in the University budget, maintain the University budgeting flexibility, and sustain the mission of the University.
