SENATE BILL 05

 

A BILL TO BE ENTITLED

An act To REQUIRE Monthly Reports From Each Student Senator

 

Short Title: Senatorial Accountability Act   (Senate)

BE IT ENACTED,            by the North Carolina State University Student Senate that:

 

Section 1.        The Senate Rules shall be amended by inserting:

                                   

Rule 28. Senatorial Report.

 

(a) Senator Service Reports. Each Student Senator shall be required to submit an online monthly report on their activities as a Student Senator. Such reports shall be publicly available on submission.  Each report shall be due the last class Friday of the months of September, October, November, January, February, and March. The report shall prompt Senators to respond to each of several sections, including:

(i)                   Interaction with College Councils, Student Groups, and constituent students;

(ii)                 Service on University Committees and interaction with University Officials;

(iii)                Participation in SG educational activities;

(iv)               Work done on behalf of and interaction with Senate Committees beyond service on mandatory committees;

(v)                 Actions taken drafting, researching, or implementing legislation; or

(vi)               Other novel activities in service to the Student Body or Student Government.

The President shall determine the exact form of the reports.

 

(b) Review of Reports. In addition to public availability, each standing committee chair shall be transmitted and review the reports of the members of his or her committee.  The chair shall raise any points of interest to the President as appropriate.  Delegation heads shall also be transmitted a copy of reports of members of their delegations for their reference.

 

(c) Expiration.  This rule shall be implemented on a trial basis and shall cease to be in force at the conclusion of the spring 2006 academic semester.

 

Section 2.        Senate Rule 2(f) shall be amended to read:

 

                        (f) Attendance Policy. Should any Senator accumulate four (4) absences or absence equivalents during a session, the committee on Government Operations shall conduct a hearing on the Senator’s attendance, in which the Senator shall be provided a reasonable opportunity to provide either oral or written explanation of his or her absences. In the process of reviewing absences, strong Service Reports shall be considered migrating, and weak or non-existent Service Reports shall be considered aggravating. The committee shall determine if the absences merit a charge of impeachment, censure, reprimand, or no action at all.  Additional hearings shall occur for every two additional absences after the fourth absence.

 

Section 3.        This act shall be effective on December 31, 2005.
