A RESOLUTION TO BE ENTITLED
An act regarding the student center operations fee increase

WHEREAS, Article IX, Section 9 of the N.C. Constitution states, “the
General Assembly shall provide that the benefits of the University of North
Carolina and other public institutions of higher education, as far as
practicable, be extended to the people of the State free of expense; and,
WHEREAS, the UNC
Board of Governors has extended “free as far as practicable” to all charges
exacted by the state's 16 public universities, including student fees; and;
WHEREAS, the Student Center is requesting $39.45 increase per
FTE to fund a myriad of different programs and services; and,
WHEREAS, $12.45 of
the increase is earmarked for state-mandated increases in employee salaries,
yet other fee requesting groups are proposing only a 2% state mandated
increase; and,
WHEREAS, a 2%
increase of the personnel expenditures for the Student Centers Operations is
$2.555; and,
WHEREAS, $5 of the
increase is earmarked for various increases in general student center
operations which would either remove student jobs or decrease efficiency within
the entity as well as fund additional housekeeping based on a formula instead
of an actual need; and,
WHEREAS, the remaining $22 in requests, directed towards
ARTS NC STATE, contains unnecessary additions to current services; and,
WHEREAS, these
changes stand to remove student jobs in some instances or provide limited
benefit to a few students without benefiting the majority of the student body;
and,
WHEREAS, some
portions of the ARTS NC STATE request will realize true benefits to the student
body; now, therefore be it;
RESOLVED, that
the North Carolina State University Student Senate supports a $2.55 fee
increase to support expected state mandated salary increases and a $1.70 fee
increase to support the Center for Student Leadership Ethics and Public
Service; and,
RESOLVED, that the North Carolina State
University Student Senate supports a $7.45 fee increase to specifically support
entities of ARTS NC STATE to give a total fee increase of $11.70 contingent on
use of this increase for these purposes.
