RESOLUTION 142
A RESOLUTION TO BE ENTITLED
ACT TO ENCOURAGE THE TUITION ADVISORY COMMITTEE, THE ADMINISTRATION OF NORTH
CAROLINA STATE UNIVERSITY, AND THE UNC SYSTEM TO ADOPT A FIVE YEAR TUITION
GUARANTEE

WHEREAS, incoming and current students do not know
future amounts of tuition expected to be paid; and,
WHEREAS, tuition has risen at a rate of about 10.3%
that students were unaware of until midway through the spring semesters; and,
WHEREAS, the university has no premises for planning in
terms of tuition in the coming years because a constant rate is not set or
known; and,
WHEREAS, the university has no grounds for planning for
growth in the coming years because a constant rate is not set; and,
WHEREAS, tuition continues to rise with no set
guarantee on how far it will increase; and,
WHEREAS, a new President of the UNC System has been installed, Mr.
Erskine Bowles, who has also suggested interest in a Five Year Tuition
Guarantee; and,
WHEREAS, in July of 2003 Governor Rod Biagojevish of
Illinois signed into law the “Truth-in-Tuition” bill to provide stability in
the cost of tuition; and,
WHEREAS, In Section 701, Tuition and Fees, of The Code
of the Board of Governors the University of North Carolina states:
“The Board of Governors shall set tuition and required fees at
the constituent institutions, not inconsistent with actions of the General
Assembly, in such amount or amounts as it may deem best, taking into
consideration the nature of each institution and program of study and the cost
of equipment and maintenance; and each institution shall charge and collect
from each student, at the beginning of each semester or quarter, tuition, fees,
and an amount sufficient to pay other expenses for the term. [See G.S.
116-11(7) and 116-143] Consistent with the North Carolina constitutional mandate,
the benefits of the University of North Carolina shall be extended to the
people of the state free of expense, as far as practicable. [See N. C.
Constitution, Art. IX, Sec. 9]”

and,
WHEREAS, The State of North Carolina Constitution States in Article
Four, Education, Section 9, Benefits of
public institutions of higher education, states:
“The General Assembly
shall provide that the benefits of The University of North Carolina and other
public institutions of higher education, as far as practicable, be extended to
the people of the State free of expense.”
; and,
WHEREAS, The Mission of North Carolina State University states:
“The mission of North
Carolina State University is to serve its students and the people of North
Carolina as a doctoral/research-extensive, land-grant university. Through the
active integration of teaching, research, extension, and engagement, North
Carolina State University creates an innovative learning environment that
stresses mastery of fundamentals, intellectual discipline, creativity, problem
solving, and responsibility. Enhancing its historic strengths in agriculture,
science, and engineering with a commitment to excellence in a comprehensive
range of academic disciplines, North Carolina State University provides leadership
for intellectual, cultural, social, economic, and technological development
within the state, the nation, and the world.”

and,
WHEREAS, the cost of tuition has been rising steadily over the past
few years, the cost of a college education is becoming progressively out of
reach for in-state, out of state, international, and many other students
without some sort of financial assistance, and the students of the North
Carolina State University deserve a better plan; now therefore be it,
RESOLVED, that
the North Carolina State University Student Senate formally recommends to the
Tuition Advisory Committee, the Provost, the Chancellor, the Board of Trustees,
and the Board of Governors that in order to provide, in accordance with the
mission of North Carolina State University to serve the students of North
Carolina, and The Constitution of the State of North Carolina, to provide as
free as practical, to review and adopt a Five Year Tuition Guarantee, and, be
it further,
RESOLVED, that
the North Carolina State University Student Senate formally recommends that A
Five Year Tuition Guarantee become a policy in The University of North Carolina
System.
