act TO ISSUE FORMAL RECOMMENDATIONS PERTAINING TO THE
2007-2008
FEE INCREASE PROPOSALS

Section
1. Statutory Authority. This bill is adopted pursuant to the
provisions of Article II,
Section 5(d) of the Student Body Constitution, and Chapter 2, Rule 17(c) of the Student Body Statutes.
Section
2. The North Carolina State University Student
Senate adopts the following
Resolution:
WHEREAS, all proposed fee increases to take effect beginning
with the 2007-2008 academic year
have been presented to the University administration’s Fee Review
Committee, and currently await formal
recommendations to the Board
of Trustees by the Chancellor; and,
WHEREAS, among student fees classified as non-“exempt” in the policy recommendations issued by the President of the University system, a fee increase of $17.50 has been proposed for the Education and Technology fee, an increase of 5.00% from the current rate of $350.00 per academic year; and,
WHEREAS, a fee increase of $15.00 has been proposed for the Student Health Services fee, an increase of 7.28% from the current rate of $206.00 per academic year;
WHEREAS, a fee increase of $15.60 has been proposed for the Student Center Operations fee, an increase of 8.78% from the current rate of $177.70 per academic year; and,
WHEREAS, a fee increase of $40.00 has been proposed for Intercollegiate Athletics fee, an increase of 33.61% from the current rate of $119.00 per academic year; and,
WHEREAS, a fee increase of $24.00 has been proposed for the Recreational Sports fee, an increase of 31.31% from the current rate of $76.60 per academic year; and,

WHEREAS, a fee increase of $10.80 has been proposed for the
Union Activities Board fee, an increase
of 100% from the current rate of $10.80 per academic year; and,
WHEREAS, a new fee of $6.00 has been proposed to establish an
“International Mobility” fee,
to
provide financial assistance for students seeking to study abroad; and,
WHEREAS, a fee increase of $20.00 has been proposed for the Transit Operations fee, an increase of 19.23% from the current rate of $104.00 per academic year;
WHEREAS, a fee increase of $8.00 has been proposed for the Thompson Theatre Building Indebtedness fee, an increase of 26.67% from the current rate of $30.00 per academic year; and,
WHEREAS, a fee increase of $41.00 has been proposed for
Intercollegiate Athletics Indebtedness fee, an increase of 164% from the
current rate of $119.00 per academic year; and,
WHEREAS, the total of these current student fee proposals amounts to $128.90, an increase of 13.71% over and above the existing $940.10 for these same fees charged in the 2006-2007 academic year; and,
WHEREAS, under the tuition and student fee proposals submitted by the Office of the President of the University of North Carolina; and,
WHEREAS, under University Administrative Policy 11.00.1 (“Institutional fees – Student Fees”), the Student Senate is clearly designated a central role in providing input to the fee review process; now, therefore be it
RESOLVED, the North Carolina State University Student Senate opposes the full $17.50
proposed increase in the Education and Technology fee and in the alternative endorses an increase of $4.00, as the increase will fund improvements for wet
labs, virtual computing resources and other classroom technologies; and be it
further,
RESOLVED, the Senate further opposes the full $15.00 proposed increase in the Student Health
Services fee and in the alternative endorse an increase of $12.00, as the increase
will fund improved access to student health resources through additional
personnel; and be it further,
RESOLVED, the Senate further endorses the full $15.60 proposed increase in the Student Center Operations fee, as the increase will fund existing operations and ensure the Student Centers can continue to operate in an efficient yet useful capacity; and be it further,
RESOLVED, the Senate further opposes the full $40.00 proposed
increase in the Intercollegiate Athletics
fee and in the alternative endorses no increase to fund non-
revenue athletics; and be it further,
RESOLVED, the Senate further opposes the full $24.00 proposed increase in the Recreational Sports fee and in the alternative endorses an increase of $22.00, as the increase will fund improved recreational opportunities for all University students; and be it further,
RESOLVED, the Senate further endorses an increase of $10.80, as the increase will fund expanded programming options enjoyed by all students; and be it further,
RESOLVED, the Senate further opposes the proposed establishment of a $6.00 “International
the impact felt by all students compelled to provide its funding; and be it further,
RESOLVED, the Senate further opposes the full $20.00 proposed increase in the Transit Operations fee and in the alternative endorses an increase of $10.00, as the increase will help alleviate some of the transportation debt; and be it further,
RESOLVED, the Senate further endorses the full $8.00 proposed increase in the Thompson Theatre Building Indebtedness fee, as the increase will help alleviate some of the debt associated with the renovations; and be it further,
RESOLVED, the Senate further opposes the full $41.00 proposed increase in the Intercollegiate Athletics Indebtedness fee and in the alternative endorses an increase of $10.00 as the increase will help alleviate some of the debt associated with the DERR Track Project; and be it further; and be it further,
RESOLVED, the Senate strongly urges the Chancellor to give due weight to these recommendations, bearing in mind the financial burdens already borne by the Student Body.
Section 3. Authorizing Legislation. The Senate Standing Committee on Tuition & Fees, in
consultation with the Senate President and other relevant Student Government
personnel, shall be empowered to pursue the implementation of this legislation in
the matter it deems appropriate. The Senate President shall retain overall
implementation authority pursuant to Student Body Statutes §3-11.2.
Section 4. This act shall take effect upon enrollment.
