A BILL TO BE ENTITLED

An act TO REQUIRE SENATE CONFIRMATION OF ALL PRESIDENTIAL APPOINTEES TO UNIVERSITY STANDING COMMITTEES

ADDRESSING TUITION AND FEE ISSUES

WHEREAS,   historically the Student Senate has represented the voice of the Student Body when asked to review tuition and fee proposals under consideration by the University; and,

 

WHEREAS,   following the 2002 enactment of a $1 student fee for the University of North Carolina Association of Student Governments (UNCASG), and the February 2003 modifications to the UNC Policy Manual §1000.1.1 requested by that group, the Student Senate was effectively bypassed as a source for student input on tuition- and fee-related issues in favor of newly-mandated University Standing Committees; and,

 

WHEREAS,   it is incumbent upon the Student Senate to ensure that the student members afforded on these committees be held to a rigorous review prior to their appointment, to ascertain their dedication to representing the wishes of the Student Body on tuition and fee issues that arise for consideration; now, therefore be it

 

ENACTED,    by the North Carolina State University Student Senate that:

 

Section 1.        Statutory Authority.  This bill is adopted pursuant to the provisions of Article II, Section 5(d) and 5(e) of the Student Body Constitution, and Chapter 2, Rule 17(b)(3) of the Student Body Statutes.

 

Section 2.        Student Body Statutes §3-2.8 (“Appointment Classes”) shall be amended by adding as follows:

 

                        §3-2.8.  Appointment Classes.

                       

                        (e) Class 5.  Appointed at the discretion of the Student Body President.  This section shall apply exclusively to those officials appointed to University Standing Committees that address tuition- and/or fee-related issues.

                       

Section 3.        Student Body Statutes §3-2.13 (“Schedule of Appointments”) shall be amended by adding as follows:

 

                        §3-2.13.  Schedule of Appointments.

                       

                        (e) Class 5.  All students appointed to serve on University Standing Committees that address tuition- and/or fee-related issues.

 

 

 

Section 4.        This act shall be effective upon its enrollment.
