First Reading: Nov. 15, 2006                                                     Version Date: Nov. 19, 2006

Second Reading: Nov. 29, 2006

Referred to:

WHEREAS, the rising cost of textbooks is of growing concern for all North Carolina State University students and,

WHEREAS, the average total cost of textbooks per semester has risen $100 per student since 2000 and,

WHEREAS, we have found the following to be true:

1)      During buyback, students can receive up to 50% of the new book price when selling used books to the NC State Bookstore

2)      When book adoptions are turned in on time, the NC State Bookstore can buy more books from students.

3)      The NC State Bookstore earns the highest margin on used book sales.

4)      Late submission of textbook adoption results in higher shipping rates that translate into an unnecessary increase in cost of $10,000 per semester.

WHEREAS, by having 90% of textbook adoptions submitted by NC State Bookstore deadline an additional $740,000 per year could be returned to students through buyback and,

WHEREAS, NC State has the lowest percentage of textbook adoptions submitted by the deadline of any of the 16 UNC System schools and,

WHEREAS, through investigation of NC State adoption processes and discussion with various department representatives we have found that a model with the following tenets can be most effective:

1)      Central Intra-departmental contact is established, responsible for submitting all textbook adoptions to the NC State Bookstore.

2)      Contact establishes a deadline prior to the NC State Bookstore deadline for faculty of their department to submit adoptions to them.

3)      Adoption Form is used for faculty to fill out and return to the contact by the established deadline, now therefore be it;

RESOLVED,  that the North Carolina State Student Senate urges Provost Larry Nielsen to adopt a policy that would require faculty to submit their textbook adoptions by the NC State Bookstore established deadlines, and be it further

RESOLVED, that the North Carolina State Student Senate recommends that each department establish a central contact responsible for textbook adoption using the model laid out in Lines 22-31 as a possible guide.
