SENATE RESOLUTION 52
AN ORDER TO BE ENTITLED
An act ORDERING AN ELECTION ON OCTOBER 22nd AND 23rd FOR STUDENTS TO EXPRESS THEIR OPINIONS ON STUDENT FEES in addition to the leader of the pack

Section 1. Statutory Authority. This bill is adopted pursuant to the provisions of Article II, Sections 5(d) of the Student Body Constitution and Chapter 2, Rule 17(d) of the Student Body Statutes.
Section 2. The North Carolina State University Student Senate hereby adopts the following Order:
WHEREAS, pursuant to Student Body Statutes ¤7-1.9 (ÒLeaders of the Pack ElectionÓ), the Student Government conducts a special election to help determine the outcome of the annual Leader of the Pack contest; and,
WHEREAS, in addition to this special election, typically the Leader of the Pack ballot is also used for referenda of various types; and,
WHEREAS, on October 1st and 2nd, 2007, the Student Government held its first-ever referenda on proposed increases in student fees; and,
WHEREAS, these referenda did not include proposals for the creation of new student fees, which were blocked from being proposed by the UNC Board of Governors; and,
WHEREAS, it is appropriate for the Student Senate to solicit the Student BodyÕs input on these fees in preparation for their potential future submission; and,
WHEREAS, in addition, the 86th Session of the Student Senate adopted by consent Resolution 112 (ÒStudent Government Fee Study ActÓ) calling for the study of the Student Government fee and whether the fee should be modified; now, therefore, be it
ORDERED, by the North Carolina State University Student Senate that, pursuant to its oversight authority as established by the Student Body Constitution (SBC Article II, Section 5(d)), public referenda on all proposals for new student fees and the Student Government fee shall be presented to the Student Body on October 22nd and 23rd in a special election held pursuant to the regulations contained in Chapter 7 of the Student Body Statutes. Proposition 907-10 – Student Government Fee Survey
According to the University CashierÕs Office, students currently pay a Student Government fee Òfor distribution to campus organizations for activities that they deem are in the best interest of the student bodyÓ through the Student GovernmentÕs Fall and Spring appropriations processes.
This fee is currently $8.85 per student per year and was last increased in 1995.
Next year, should the Student Government request an increase in this fee to increase funding to campus organizations?
Vote YES if you think the Student Government should request a fee increase.
Vote NO if you think the Student Government should not request a fee increase.

Proposition 907-11 – New Student Fee Proposal for Homecoming
The Alumni Association has proposed establishing a new student fee for Homecoming. This new fee would be $6.00 per student per year.
The purpose of this fee would be to provide additional funding to the Homecoming Committee for planning Homecoming-related events, and to eliminate the cost of student admission to the PackHowl concert.
Student Government wants your opinion on this proposal. Do you support creating a new $6.00 student fee to fund Homecoming?
Vote YES if you support the creation of a Homecoming fee.
Vote NO if you oppose the creation of a Homecoming fee.

Proposition 907-12 – New Student Fee Proposal for Study Abroad
The Study Abroad Office has proposed establishing a new student fee for Study Abroad. This new fee would be $6.00 per student per year.
The purpose of this fee would be to fund scholarships that would enable more students to participate in Study Abroad programs.
Student Government wants your opinion on this proposal. Do you support creating a new $6.00 student fee to fund Study Abroad?
Vote YES if you support the creation of a Study Abroad fee.
Vote NO if you oppose the creation of a Study Abroad fee.

Proposition 907-13 – New Student Fee Proposal for Sustainability
Students for Sustainable Energy has proposed establishing a new student fee for environmental sustainability. This new fee would be $10.00 per student per year.
The purpose of this fee would be to fund sustainability education and outreach programs, purchasing alternative energy sources such as solar panels, and funding "mini-grants" for student sustainability projects.
Student Government wants your opinion on this proposal. Do you support creating a new $10.00 student fee to fund environmental sustainability?
Vote YES if you support the creation of Sustainability fee.
Vote NO if you oppose the creation of Sustainability fee.
Section 3. Enabling Legislation. The Student Senate President shall be empowered to make such minor revisions to the referenda text as are necessary to ensure accuracy, as well as providing links to supporting information if such information is provided. This section shall not be construed as a limitation upon the implementation authority of the Executive Office of the Student Senate President, which is retained pursuant to Student Body Statutes ¤3-11.2.
Section 4. This act shall be effective upon ratification and enrollment.
