RESOLUTION 40

AN ACT TO ISSUE FORMAL RECOMMENDATIONS RELATING TO THE

2008-2009 FEE INCREASE PROPOSALS

 


Section 1.        Statutory Authority.  This bill is adopted pursuant to the provisions of Article II, Section 5(d) of the Student Body Constitution, and Chapter 2, Rule 17(c) of the Student Body Statutes.

 

Section 2.        The North Carolina State University Student Senate adopts the following Resolution:

 

WHEREAS,   all proposed fee increases to take effect beginning with the 2008-2009 academic year have been presented to the University administration’s Fee Review Committee, and currently await formal recommendations to the Board of Trustees by the Chancellor; and,

 

WHEREAS,   a fee increase of $1.00 has been requested for the Student Legal Services fee, bringing the total proposed fee to $10.00 per academic year; and,

 

WHEREAS,   a fee increase of $13.70 has been requested for the Student Center Operations fee, bringing the total proposed fee to $206.40 per academic year; and,

 

WHEREAS,   a fee increase of $23.15 has been requested for the Recreational Sports fee, bringing the total proposed fee to $114.75 per academic year; and,

 

WHEREAS,   a fee increase of $17.50 has been requested for the Intercollegiate Athletics fee, bringing the total proposed fee to $144.00 per academic year; and,

 

WHEREAS,   a fee increase of $12.00 has been requested for the Student Health Service Operations fee, brining the total proposed fee to $233.00 per academic year; and,

 

WHEREAS,   a fee increase of $23.00 has been requested for the Education and Technology fee, bringing the total proposed fee to $377.00 per academic year; and,

 

WHEREAS,   a fee increase of $16.00 has been requested for the Transit Operations fee, bringing the total proposed fee to $130.00 per academic year; and,

 

WHEREAS,   a net fee increase of $7.00 has been requested for the total of all Indebtedness fees, bringing the total proposed fee to $184.00 per academic year; and,

 

WHEREAS,   the total of these current student fee proposals amounts to $113.35 above the previous year's total fee expenses for students; and,

 

WHEREAS,   under University Administrative Policy 11.00.0, the Student Senate is clearly designated a central role in providing input to the fee review process; now, therefore, be it

 

RESOLVED,  the North Carolina State University Student Senate supports the full $1.00 fee increase requested from Student Legal Services based on that organizations quality of services provided to students.  It is strongly suggested that Student Legal Services, if awarded this increase in their fee, allocate significant funds towards publicity of their organization; and be it further,

 

RESOLVED,  the Senate opposes the full $13.70 fee increase for the Student Center Operations fee and in the alternative endorses an increase of $7.40 to cover Legislative mandated salary increases; and be it further,

 

RESOLVED,  the Senate opposes the full $23.15 fee increase for the Recreational Sports fee and in the alternative endorses an increase of $17.00 to fund Legislative mandated salary and benefit increases, to lift the cap on intramural team registrations and increase gym hours; and be it further,

 

RESOLVED,  the Senate opposes the $17.50 fee increase, in its entirety, for the Intercollegiate
Athletics fee based on the limited number of students benefiting from the proposed fee increase; and be it further,

 

RESOLVED,  the Senate opposes the full $12.00 fee increase for the Student Health Services Operations fee and in the alternative endorses an increase of $9.00 to be spent on lab equipment, radiology equipment, medical practice software, hardware along with construction and emergency costs; and be it further,

 

RESOLVED,  the Senate opposes the full $23.00 fee increase for the Educational and Technology fee and in the alternative endorses an increase of $6.00 to fund limited equipment upgrades while still remaining sensitive towards escalating fee expenses; and be it further,

 

RESOLVED,  the Senate opposes the full $16.00 fee increase for the Transit Operations fee and in the alternative endorses an increase of $14.50 to fund additional peak hour buses and provide for a reverse WolfLink shuttle; and be it further,

 

RESOLVED,  the Senate, upon recommendation of the 86th Session, supports the full indebtedness fee increase of $7.00 to fund the expansion of the Student Health Center; and be it further,

 

RESOLVED,  the Senate commends any and all campus organizations or departments who have lowered their respective fee or kept it unchanged; and be it further,

 

 

RESOLVED,  the Senate strongly urges the Chancellor to give due weight to these recommendations, bearing in mind the financial burdens already borne by the Student Body; and be it further

 

RESOLVED, that the Senate further urges the Chancellor, the University Fee Advisory Committee and the Board of Trustees to also give due weight to the results of the 2007 Student Body Fee Referendum.

 

Section 3.        Authorizing Legislation.  The Senate Standing Committee on Tuition & Fees, in consultation with the Senate President and other relevant Student Government personnel, shall be empowered to pursue the implementation of this legislation in the matter it deems appropriate.  The Senate President shall retain overall implementation authority pursuant to Student Body Statutes §3-11.2.
