A BILL TO BE ENTITLED

An act TO call on student groups to OBSERVE CHALKING RESTRICTIONS

 

Short Title:  Campus Chalking Act                                                                                         (Public)

WHEREAS,   chalking has been shown to be an effective tool to notify the Student Body of

campus events, and,     

 

WHEREAS,   facilities allocates $36,000 yearly to clean up:

1)      Chalk or paint that is in an inappropriate location

2)      Chalk that hasn’t naturally washed away after three days

; and,   

 

WHEREAS,  the City of Raleigh, which supplies water to NC State has recently imposed these regulations:

Prohibit washing of areas such as sidewalks, patios, decks, driveways, parking lots, streets and exterior building surfaces, except for soiled areas for the maintenance of public health and sanitary conditions;

; and,

 

WHEREAS,  any chalking done by any student group, given the recent lack

of rainfall, will stay much longer than desired, and,

 

RESOLVED,  that the NC State Student Senate would like to remind all students that chalking is not allowed on vertical surfaces or areas protected from the weather; and, be it further,

 

RESOLVED,  that we ask the student body to assist Campus Police in reporting any vandalism of the Free Expression Tunnel Area; and, be it further,

 

RESOLVED, that we ask that the NC State SORC office to send this email to all student groups:

Subject: Voluntary Chalking Moratorium

  Message: Due to the drought, the City of Raleigh has imposed Stage 2 water restrictions. This bans all washing of sidewalks, patios, decks, driveways, parking lots, streets and exterior building surfaces.

Because of this restriction, and the lack of regular rainfall needed to wash the chalk sufficiently, the Student Senate, in an effort to keep this campus beautiful and costs down, asks all student groups to refrain from chalking any surfaces until drought conditions improve. and would like to remind all students that chalking is not allowed on vertical surfaces or areas protected from the weather.

The Student Senate and encourages you to use other options such as:

a)Sandwich boards

b)Advertisements on Wolfline buses

            These ads must be:

i) 11x17 in landscape orientation,

ii) Laminated and not overlap past 11" in height, and

iii) In a quantity of 29 (to allow display in all the buses) ”.
