A BILL TO BE ENTITLED

An act TO HONOR the life of University of north carolina

STUDENT BODY PRESIDENT eve carson

 

Short Title: Eve Carson Memorial Act

WHEREAS,  Eve Marie Carson was born on November 19, 1985 and raised in Athens, Georgia; and,

 

WHEREAS,  a committed and involved high school student, she ran for and was elected as Student Body President at Athens High School; and,

 

WHEREAS,  at UNC, Carson majored in political science and biology, in the pre-medicine track, earning membership in the Phi Beta Kappa honor society; and,

 

WHEREAS,  in April of 2007, Eve Carson won election as UNCÕs Student Body President and was inaugurated in the same month; and,

 

WHEREAS,  in an example of her dedication to UNC, Carson and a group of UNC students met with the founder of an online community art project that asks members to submit photos answering the question, ÒWhy do you do what you do?Ó; in response, Carson wrote on her palm ÒI want any excuse to work with my classmates (and help them do what they want to do... because that's what I wanted to do)Ó; and,

 

WHEREAS,  on March 5, 2008 Eve Carson was taken from this Earth, remembered as a person dedicated in service to others; and,

 

WHEREAS,  UNC Chancellor James Moeser described Eve Carson as a person who Òpersonified the Carolina spiritÉ more profoundly than anyone I've knownÉ She felt the very pulse and the heartbeat of this UniversityÓ; and,

 

WHEREAS,  Maxine Easom, principal of EveÕs high school, said Ò[S]he was one of the most compassionate young womenÉ She was beautiful inside and outÓ; and,

 

WHEREAS,  Eve CarsonÕs favorite quote, found on her Facebook page states ÒWe must all live together as brothers, or we will all perish together as foolsÓ by Dr. Martin Luther King, Jr.; and,

 

WHEREAS,  the above quote must be an important quality to us all if we are to be successful; and,

 

WHEREAS,  the life of Eve Carson should inspire not only those in Student Governments across the state and nation, but should inspire all students, no matter the capacity in which they serve others; now, therefore, be it

 

RESOLVED, that the North Carolina State University Student Senate, representing the entire Student Body of NC State University, offers its deepest sympathies to the Carson family and the UNC-CH Student Body, faculty and staff; and be it further

 

RESOLVED, the Senate hereby commits to raising at least $1,000.00 for donation to the Eve Carson Memorial Fund, in honor of her many contributions to her community.

 

Section 1.        Authorizing Legislation:

a)    The Student Senate President shall, in cooperation with the Student Body President, attempt to raise the amount of money stated in the last resolved clause from private sources.

b)    If, after adjournment sine die of the 87th Session, those efforts are insufficient to honor the SenateÕs obligation, the incoming Student Body Treasurer, in consultation with the incoming Student Senate President and the incoming Senate Committee on Finance, shall be empowered to expend such funds from the Student Body Treasury to make up any amount of funding not raised.

c)     The Student Body Treasurer, in consultation with the Student Senate President and the Chairman of the Senate Committee on Finance, shall be empowered to implement the financial portion of this legislation in the manner they deem appropriate.

d)    The Student Senate President shall retain overall implementation authority pursuant to Student Body Statutes ¤3-11.2.

 

Section 2.        For purposes of presentment to Eve's family, all references in the heading of this legislation to ÒbillÓ or ÒFinance BillÓ shall be stricken and replaced with ÒResolution.Ó

 

Section 3.        This bill shall be presented to the Carson family and to the Student Body of UNC-Chapel Hill.

 

Section 4.        This act shall take effect upon enrollment.
