GOVERNMENT BILL 102

 

A BILL TO BE ENTITLED

An act to REvAMP THE CURRENT Tier System for the Payment of Stipends to Student Government Officials

 

Short Title: Tier System Readjustment Act    (Public)

WHEREAS,   each budget cycle there is an intense debate about the relative stipend requirements for positions in Student Government; and,

 

WHEREAS,   establishment of a stipend tier system provides a more permanent decision on which positions should be paid and at what levels, thereby reduces the likelihood of stipend shifts due to temporary factors; now, therefore be it

 

WHEREAS,   a tier system exists, it is already out of date and needs readjustment therefore let it be,

 

ENACTED,            by the North Carolina State University Student Senate that:

 

Section 1.        Chapter 5, Article 5 of the Student Body Statutes shall be amended by inserting:

 

§5-5.7. Stipend Tier System.

Their shall be a stipend tier system to guide the pay of student government officials. The level of stipend paid to officials, as reflected in the budget, shall be set according to a tier system. In each tier, if one position is paid, all positions must be paid. Furthermore, each position in a tier must be paid at the amount, except in the case of tiers 4 and 7. No lower number tier shall have a stipend rate greater than a higher numbered tier. The tiers shall be as follows:

 

(a)     Tier 1. All Student Government Officials not classified in a tier below.

(b)     Tier 2. Student Senators, Staff Directors, Associate Directors and confirmed Executive Branch positions.

(c)     Tier 3. Senate Standing Committee Chairs, Judicial Assistants, Presidential Cabinet Members.

(d)     Tier 4. Election Technical Administrator(s).

(e)     Tier 5. Student Government Webmaster, Election Commission Chair(s).

(f)      Tier 6. Senate Secretary, Executive Secretary, Judicial Executive Assistant(s).

(g)     Tier 7. Student Body Comptroller, Student Senate President Pro Tempore, Executive Chief of Staff, Student Body Public Defender*

(h)     Tier 8. Student Body President, Student Senate President, Student Body Treasurer, and Student Body Chief Justice. The same dollar amount shall be the difference between each stipend in the order listed, so that there is a linear pattern amongst the four stipends.

*This position transfer shall take effect sine die of the 88th Session.

Section 2.        Automatic Veto Override. Adoption of this Bill by a ¾ majority shall constitute a preemptive and automatic override of any potential veto by the Student Body President. This provision is enacted as an adoption of a special rule of order, pursuant to §2 of the Senate’s parliamentary authority, and will expire upon the enrollment of this legislation.

 Section 3.                This act shall be effective upon its enrollment.
