A BILL TO BE ENTITLED
A rESOLUTION TO eXPRESS THE SENSE OF THE SENATE THAT THE UNC ASSOCIATION OF STUDENT GOVERNMENTS BE RESTRUCTURED TO ALLOW FOR A MORE EFFICIENT BODY

WHEREAS, the UNC ASG Constitution further states
that the “General
Assembly shall be composed of delegates selected by the member
institutions as prescribed herein. Each
institution shall be entitled to no more than four delegates.”; and,
WHEREAS, the UNC ASG Constitution states that:
“The
General Assembly shall not proceed upon public business unless a majority of
qualified voting delegates representing a majority of qualified voting
institutions is actually present, although a lesser number may recess or
adjourn from meeting to meeting.”
; and,
WHEREAS, NC
State University is the largest school in the UNC ASG body, often providing
much of the past leadership; and,
WHEREAS, in the first two meetings of the Fall
2007 semester, the UNC ASG failed to reach
quorum, which ultimately led to little
being accomplished; and,
WHEREAS, failure to reach quorum, coupled with internal
conflicts within the UNC ASG
body
leads to potentially higher tuition, reduced educational opportunities and a
host of other problems; and,
WHEREAS, many small schools within the system have
trouble in providing the necessary
delegates
for all monthly meetings, larger schools have virtually no trouble in providing
the needed delegates; now therefore be
it,
RESOLVED, that it is the sense of the NC State Student Senate and by extension the NC State delegation to the UNC ASG, that representation be amended to the following rules regarding delegates:
·2 delegates from every institution regardless of the size of the school
·1 delegate additional per 5,000 students, with a minimum of 1 additional delegate and a maximum of 3 additional delegates
RESOLVED, that we further recommend reapportionment every four years to reflect any changes in the relative populations of each school.
