There were forty-four (44) Senators (Adonis, Alston, P. Barnes, Beam, Briggs, Burrell, Carter, Chiang, Cooper, A. Davis, Dawkins, Demanovich, Donnelly, Elkins, Ellis, Gannon, Gomez, Hook, Howard, Jajoo, Joyner, Lal, Lindsay, McCullough, Miller, Murphy, Parnell, Phelps, Poteat, M. Potter, Price, Pridgen, Pye, Robinson, Roscoe, Schweitzer, Simon, J. Smith, K. Smith, Stewart, Storm, Trickel, Webb, Womack) present. There was also one (1) non-voting member (Doucette) present.

There were sixteen (16) Senators (Chen, Cioffi, Joseph Davis, Douglas, Dunstan, Friel, Lassiter, Lindh, Lumpkin, K. Mills, Musick, Perry, Rogers, Rose, Udyavar, Warren) absent. There were also two (2) non-voting members (Dimond, Foxx) absent.

The following official was also present: Whiteside.

A quorum was present.
