A BILL TO BE ENTILED AN ACT TO ESTABLISH A NEW STUDENT SENATE ATTENDANCE POLICY AND PROVIDE FOR A REVISED ALTERNATE POLICY

WHEREAS, a Senate attendance policy reinforces the importance of meeting attendance in the execution of a SenatorŐs duties; and,

 

WHEREAS, the current Senate attendance policy requires time-intensive individual absence evaluations; and,

 

WHEREAS, the current Senate attendance policy provides inadequate consideration of the effect of a SenatorŐs absences prior to the introduction and consideration of charges; now, therefore be it

 

ENACTED, by the North Carolina State University Senate that:

 

Section 1. The Student Body will adhere to the given regulatory procedures to be granted an excused absence:

 

1.1 – Filing Excused Absence Request Form Procedures:

 

1.1.1 All forms are located in the Student Government Office and will be available to print at home through electronic mail and returned to the Government Operations box in the Office for committee review.

 

1.1.2 All forms must be turned in 24 hours prior to the regularly advanced committee meeting or senate meeting for review. Each request will be evaluated on a case-to-case basis; in some circumstances of illness or sudden death in the family, the Senator is granted a 24-hour extension for submission.

 

1.1.3 Each case is held liable without proof of absence. The committee heavily encourages attaching evidence with the Absence Form pertaining to the reason for the absence.

 

1.1.4 If the absence filed is in reference for a Senate Meeting, it is required that the senator provide the name for their proxy whose name will be given to the Senate Secretary at the time of roll call. The proxy is responsible for his/her actions and will be expected to be in attendance throughout the meeting in its entirety for voting purposes.

 

1.2- Government Operation Committee Review:

 

1.2.1  The standing Chairman of Government Operations along with 2 committee member will review all submissions in a timely manner; while maintaining continual communication with all Student Body Officers and Committee Chairman of their decisions pertaining to member absences.

 

1.2.2 All decisions are final. Original paper copies of all requests will be filed in the Government Operations Committee binder for future reference or in question.

 

1.3 Absence Hearing:

 

1.3.1  Should any Senator accumulate four (4) absences during a session, the committee on Government Operations shall conduct a hearing on the SenatorŐs attendance, in which the Senator shall be provided a reasonable opportunity to provide either oral or written explanation of his or her absences.

 

1.3.2 When a section F-2 hearing is called on a senator, Government Operations Committee will use all requests filed by them in favor of the senator in question. No penalty will be given to a senator with excused absences until they reach (4) full unexcused absences. Additional hearings shall occur for every two additional absences after the fourth absence.

 

Section 2. The Government Operations Committee will have the ultimate decision on what is considered an excused absence in reviewing the following:

 

2.1- NC State University Attendance Policy (Attendance Regulation REG02.20.3)

 

2.1.1 Absences for Senate Meetings held other than a normally scheduled time will be considered for an excused absence.

 

Section 3. This act shall be effective upon enrollment.
