Treasurer Roberta Hansman submitted the following report on Sunday, February 10, 2002, on behalf of the Finance Committee, and pursuant to its February 7, 2002 recommendations:

Attendance:

There were nine (9) Senators (Cooper, Devore, Ducote', Gilligan, Gray, Hansman, Mischinski, Rowe, Zeigler) present;

There were two (2) Senators (Lester, Sloan) absent;

A quorum was present.

This past week, the finance committee met several times to discuss appropriations requests and interview student organizations about their requests in order to determine the distribution of funds for this semester. The committee recommendations regarding each request can be found in the appropriations bill. A brief justification for those decisions is found below.

A total of $32,380 is recommended for allocation. This includes the $30,000 originally found in the budget for spring appropriations, $180 carried over from fall appropriations, $1000 of appropriated fall money not used by two organizations (BGLA and the Dance Team, $500 each), and $1200 of money returned to SG from a now defunct Campus in Action service organization. The $1200 was appropriated towards service-related activities, namely the Alternative Spring Break (AR28 - $1000) and Habitat for Humanity (AR23 - $400).

AR01 American Society of Civil Engineers: $500 – received $1000 in fall; regional conference, representing NCSU

AR02 Wolfpack Motorsports: $1000 – received $2000 in fall; represent NCSU, incorporate many different disciplines (engineering, design, etc)

AR03 Omega Phi Psi Fraternity: N/A – disregard; resubmitted bill as AR18

AR04 Women’s Club Volleyball: $1500 – received $750 in fall; representing NCSU at nationals, expecting more donations/sponsors

AR05 American Civil Liberties Union: $300 – start up funding primarily for publicity

AR06 Women’s Club Lacrosse: $900 – have received no funding from club sports for 1.5 yrs due to probation (for not turning in budget sheet), referee and equipment costs

AR07 Disc Golf Club: $0 – were applying for start up funds, but not eligible (received them last semester)

AR08 Air Force ROTC Det. 595 Booster Club: $1000 – competing for NCSU, not clear about other revenue sources/amounts

AR09 African American Heritage Society: $300 – money for Clark lecture, sponsored heavily by student fees from other sources (see SAAC/AR68)

AR10 National Society of Black Engineers: $0 – received $500 in fall for regionals; according to updated budget, numbers don’t add up and looks like they don’t need money

AR11 Horticulture Club: $1600 – competition trip to Illinois, lots of fundraising, bring back to NCSU

AR12 Bowlers Club: $120 – money for students to bowl for free (probably during dead week)

AR13 Bowlers Club: $500 – to compete in Pennsylvania, this money for travel (not to cover shoes/uniforms, etc)

AR14 Agribusiness/NAMA: $1000 – represent NCSU at competition in Nashville, attract students back to NCSU for grad school

AR15 Wolfpack Clogging Team: $2000 – represent NCSU nationally, perform in high profile on campus activities

AR16 Alpha Zeta Fraternity: $1000 – for Ag Awareness Week, on campus, in brickyard for all of NCSU

AR17 Public Relations Student Society of America: $500 – on campus PR Day, publicizes NCSU to other schools, can cover other expenses with registration fee, etc

AR18 Omega Phi Psi Fraternity: $500 – for custodian appreciation party, on campus

AR19 Student Mentor Association: $500 – on campus speakers, multicultural

AR20 Habitat for Humanity: $0 – received $400 in fall; also asking for $800 (see AR23), funding for spring break trip to Georgia, often funded by Student Senate, committee felt money for on campus event was more appropriate

AR21 Alpha Phi Alpha Fraternity: $700 – for Miss Black & Gold event, emphasis on service

AR22 One Nation Under God: $300 – start up funding, primarily to go towards Stewart Theatre for productions

AR23 Habitat for Humanity: $400 – requested $800 but we can only fund half, for on campus 5K to raise money for house sponsorship

AR24 SATELLITE: $0 – holding event for few high school students, not responsibility of student fees to support tours of campus (administrative funds for that)

AR25 Ice Hockey Club: $500 – received $1500 in fall; expensive club sport, typically receives funding from Student Senate, will have to cut practice time to compensate for lack of funding

AR26 Entrepreneurs Club: $0 – fundraising off campus for scholarship fund, expensive budget with no revenues listed

AR27 Alpha Phi Fraternity: $0 – wanted full funding for event

AR28 Alternative Spring Break: $1000 – expensive service trip to Dominican Republic and Guatemala, lots of fundraising, bring back to NCSU

AR29 Textile Association of Graduate Students: $250 – should consider block grant from UGSA, fairly small event

AR30 American Institute of Chemical Engineers: $500 – received $500 in fall; conference in Puerto Rico

AR31 Campus Arts Council: $0 – did not show up for interview

AR32 Kappa Alpha Psi Fraternity: $500 – benefit concert for prostate cancer, some shaky budget figures with high expense (might be difficult to generate funds for charity)

AR33 Forestry Club: $1000 – represent NCSU, vans paid for by College of Natural Resources

AR34 Amnesty International: $500 – conference to learn about local activism, groups does lots of service

AR35 Campus Greens: $300 – start up funding to generate publicity, signs in brickyard

AR36 American Nuclear Society: $500 – conference to share research and represent NCSU

AR37 International Activities Council of UAB: $0 – asked for more than half of budget, other revenues solely from student fees (directly from UAB)

AR38 Campus Greens: $350 – primarily for ad in Technician to advertise other groups/issues, committee feels organization should get established with start up funds first

AR39 Cycling Club: $1000 – on campus race, committee reduced amount requested because it appeared event will still take place with $1000 (~$500 expense listed in budget is actually covered by registration fee)

AR40 American Society of Mechanical Engineers: $250 – received $1000 in fall; conference to represent NCSU

AR41 American Society of Mechanical Engineers: $563 – for on campus egg drop to be held during e-week

AR42 Benjamin Franklin Scholars: $0 – vague request for funding to take speakers out to dinner, not inclusive to students

AR43 Entrepreneurs Club: $0 – incomplete budget, no revenues listed, poorly written request

AR44 Everest Club: $475 – only eligible for $475 (half of budget), on campus event

AR45 Phi Psi Fraternity: $300 – for on campus speaker, draws attention to NCSU in textiles

AR46 Zoology GSA: $520 – for on campus symposium, detailed budget, includes zoology and botany students

AR47 Pi Kappa Phi Fraternity: $0 – job of disability services is a function of the state of North Carolina through Board of Trustees, didn’t feel comfortable giving money without proper authorization (not sure if could happen), committee applauds idea, but needed more concrete logistics

AR48 CSSFA: $500 – received $1000 in fall; for Chinese New Year celebration, held at Duke but attracts many NCSU students, hold other on campus events

AR49 American Advertising Federation: $0 – incomplete request, no information regarding event/activity provided

AR50 American Advertising Federation: $0 – budget figures inaccurate, insufficient data within request

AR51 SHRM: $0 – purpose of activity solely to find jobs for those attending

AR52 Native American Student Association: $620 – for annual Pow Wow, held on campus, attracts ~300 people to Harris Field

AR53 Alpha Phi Omega: $0 – budget appeared to show sufficient funding for activities

AR54 Emergency Medical Services Interest Org: $300 – start up funding for great organization with large budget to provide training and EMS services on campus

AR55 Student Chapter of American Vet Med Assoc: $0 – request was over $4000 maximum ($22,970)

AR56 The IMPACT Movement: $0 – request was over $4000 maximum ($9525)

AR57 Pre Law Students Association: $0 – event to be held in November, great on campus event for students, would like to fund next semester if funding is still needed then

AR58 National Association of Black Accountants: $0 – attending students not paying/fundraising much at all, students are attending to network and find jobs

AR59 Rowing Club: $500 – received $1000 in fall; expensive club sport, often received funding from Student Senate

AR60 Mu Beta Psi: $460 – conference for music fraternity, organization does a lot for music department on campus

AR61 Philosophy Club: $0 – wanted Student Senate to cover full amount of prize money for essay contest

AR62 Phi Psi Fraternity: $500 – conference at Georgia Tech, represent NCSU in competition, attract graduate students and recognition for College of Textiles as top in field

AR63 Ladies in Red: $200 – received $200 in fall; represent NCSU, sang for committee during interview (excellent!)

AR64 Arnold Air Society: $260 – start up funding for recently reactivated society to get new members

AR65 Arnold Air Society: $1000 – national conclave in Washington, DC, represent NCSU and bring lots back to campus

AR66 Fencing Club: $2700 – expensive club sport, money primarily to buy equipment (essentially one-time expense stuff) in order to compete, etc

AR67 Modern Dance Company: $1500 – represent NCSU (especially well considering no dance major/minor here), bring lots of recognition/press (and perform in real canoe with water!?!)

AR68 SAAC: $300 – money for Clark lecture, sponsored heavily by student fees from other sources

AR69 SAAC: $787 – on campus lecture for Pan Afrikan week, random amount due to leftover funds
