Committee Minutes, Wednesday, February 26th 2003
Chairman Mark Matthews submitted the following report on Thursday, March 6th 2003, on behalf of the University Affairs Committee, and pursuant to its Wednesday, February 26th 2003 recommendations:
Attendance:
There were three (3) Members (Carty, Matthews, Whiteside) present.
There were two (2) Members (Alexander, Ozbolt) absent.
A quorum was present.

Senator Price invited explain her Student Health Issue which was brought up at the last Senate meeting.
Preliminary Investigation of Senator Price’s Issue
· Conducted by Senator Matthews on 2/20/03
· In regards to Senator Price’s complaint of poor service on Tuesday 2/18/03.
· Discussed with Director Barker via telephone
· Were open from 10-9 Tuesday
· 2-3 people were out on Tuesday (one has been gone for continuing education, one from a car accident)
One person below what they have normally had.
· 8-9 medical providers were available on Tuesday
· have been busy due to nausea/stomach virus that is non-flu in nature
70 patients per Doctor-Nurse pair per day over past week
467 prescriptions filled in one day
· Medical staff are considered “essential” employees
· Work-in clinic was available for anyone who would wait
Discussion…does the committee wish to take any further action regarding this matter?
-We will compile a list of complaints/experiences with Student Health and consider this at our next meeting.

-No transit fee increase to be proposed this year
-UPass Program will cost more but that will be absorbed

RECOMENDATIONS FOR 2003-04 PARKING SYSTEM CHANGES
GOAL: Maintain parking permit fees at current levels for upcoming year.
1) With the exception of residential permit fees discussed below, all other parking permit fees will remain unchanged this year.
GOAL: Zone the Coliseum deck area effectively, integrating the expanded deck spaces into the zoning scheme.
1) Zone the new spaces in the Coliseum Deck as DC. This primarily serves commuting students; however, faculty/staff are eligible for DC if they so choose.
2) Rezone 150 spaces on Cates Avenue from DC to DE to better serve east campus resident population. The parallel spaces directly in front of Coliseum will be zoned C to ensure turnover, allowing team bus parking during basketball and other sporting events in Reynolds Coliseum.
3) Rezone Jeter Drive bays from BP to C. This reduces the permit rate from $300 to $275 making it comparable to other faculty/staff parking areas outside of the core north campus area while continuing to provide exclusive faculty/staff parking in the bays.
GOAL: Adjust parking fees and enforcement hours to provide consistency between service level and cost.
1) End evening permit enforcement at Avent Ferry Complex. Stopping enforcement at 5:00 PM. will make this area consistent with other F zoned areas.
2) Increase the DE, DW and N permit fee from $223 to $ 236 (6%) to reflect higher level of service
- Permit enforcement in these areas will continue to 12:00 midnight to protect this parking for residential users (currently ends at 5:00 PM in all other areas).
- Eliminate the “oversell” due to residential nature of these zones. All other zones, with the exception of the “A” lots, have a calculated oversell rate due to the commuting nature of users.
- The proposed fee increase maintains revenue neutrality.
- The proposed fee increase equalizes student parking permit fees with DD and DC areas (Dan Allen and Coliseum Decks). This creates a permit fee differential between the more convenient and more highly served DE, DW and N residential and DD and DC commuter zones as compared to the more remotely located D zone.
GOAL: Reduce the number of permit types
1) Eliminate RA (Resident Advisor) permit.
- Provide all RA’s with the appropriate permit for their particular resident hall (DE, DW, N, F)
- Reduce allocations for each residential zone by the number of RA’s in each to ensure adequate space and eliminate oversell.
GOAL: Clarify that restitution costs can be recovered for the permit utilization value for illegally obtained parking permits.
1) Add “restitution cost” recovery as a penalty for using a lost, stolen, illegally traded, illegally purchased, counterfeited and/or forged parking permit and/or gate card. Illegally obtained permits are used for parking. This provision would allow collecting a “parking fee” for the time period in use.
