SENATE BILL 110

Chairman Mark Matthews submitted the following report regarding Senate Bill 110, "Fee Resolution Vote Act", on Monday, February 9th 2004, on behalf of the Committee on Rules, and pursuant to its Monday, February 9th 2004 recommendations, by general consent:

As provided by Senate Rule 14(b), the committee requests that the Senate President place Senate Bill 110 on the calendar for second reading.

Attendance:

There were five (5) Members (Cleary, Hinton, Matthews, Spencer, Stephenson) present.

There was one (1) Member (Moody) absent.

A quorum was present.

The following officials were also present: Fabricius, Horne, Hoy, Leung, Quick

Debate:

The committee and sponsor agree that no special type of resolution is needed. The committee also agrees that a standard supermajority should be needed for support, but not opposition of an increase in tuition or fees.

Recommendations:

Quick substitute amendment offered, as discussed in Tuition and Fees.

Quick amendment friendlied by Sen. Matthews to add "tuition or" before student fees is passed.

Quick amendment passed by consent.

Friendly amendment by Spencer to change three-fifths (3/5) to two-thirds (2/3) is passed.

Consent is called on the bill and agreed to.
