GOVERNMENT BILL 82
Senator Erich M. Fabricius submitted the following report regarding Government Bill 82, "AN ACT TO PROVIDE REQUIREMENTS FOR REGULAR AND SPECIAL NOTIFICATION TO COLLEGE COUNCILS CONCERNING SENATE VACANCIES, APPOINTMENTS, AND MEMBERSHIP", on Wendesday, March 21, 2001, on behalf of the Government Operations Committee, and pursuent to its March 19, 2001 recommendations, by unamimous consent:
As provided by Senate Rule 12(b), the committee requests that the Senate President place GB 82 on the calendar for second reading.
Attendance:
There were seven (7) Senators (Brown, Burgess-Ford, Denton, Engler, Fabricius, Mangum, Mcilmail.) present;
There were two (2) Senators (Carlson, Davis.) absent;
A quorum was present.
Purpose of the Legislation:
The Council Notification Act is designed to add provisions to the Student Body Statutes requiring reports on Senate membership to the college councils. Governments Operations would be required to send semester reports with basic information on a college’s delegation. The Senate President would notify the college councils of vacant seats and recent appointments.
Background Information:
The college councils are authorized under Article 2 of the Student Body Constitution.
Debate:
The committee discussion primarily centered on if the requirements would take too much time or were unnecessary as statutes. It was explained that the addition of the requirements to statute shows Senate taking a step to build better relationships with the councils.
Recommendations:
The Committee on Government Operations recommends that the Senate consider the Council Notification Act.
Committee Amendments:
Amend by adding clauses on lines 27 and 30 so that the section reads:
(a) The Student Senate President shall notify a College Council if one of the respective college's seats has become vacant or has been recently filled by appointment within ten class days of the vacancy or appointment.
(b) The Committee on Government Operations shall notify each College Council of any Senate vacancies within the respective college and the respective college's current Senate delegation, including contact information within the first ten class days of each semester."
