A RESOLUTION TO BE ENTITLED

AN ACT TO ASSERT THE DESIRE OF THE STUDENT SENATE TO REGULATE STUDENT TICKET DISTRIBUTION AND TO ENACT POLICIES FOR SUCH IN THE STUDENT BODY STATUTES

WHEREAS, student ticket distribution has been riddled with difficulty for much of the year 2000; and,

WHEREAS, an administration-student task force deliberated and recommended distribution policies for high demand basketball games during the 2000-2001 season; and,

WHEREAS, the administrative oversight over high demand basketball distributions left the existence of student input into other distributions ambiguous at best; and,

WHEREAS, due in part to the lack of formal student consideration, input, and review, the overextended 2000 football ticket distribution policies failed the students on the morning of October 27, 2000; and,

WHEREAS, Article II, Section One of the Student Body Constitution states "The supreme legislative power for the Student Body shall be vested in the Student Senate;" and,

WHEREAS, Student Body Statutes §2-1 Rule 10 (b) states "The Committee on Campus Life shall be responsible for … Ticket Distribution Policies;" and,

WHEREAS, both current practice and the text of the Student Body Statutes leave Student Senate's role in ticket distribution policy formation and implementation unclear to the senate, the student body, and the athletics department; now; therefore be it

RESOLVED, that the NC State University Student Senate urges the administration to avoid forming task forces whenever the existing student government is able to deliberate on and recommend a policy in the best interest of the student body; and, be it further

RESOLVED, that the NC State University Student Senate asserts its rightful desire to enact and maintain the policies for student ticket distribution; and, be it further

ENACTED, by that the NC State University Student Senate that:

§9-1.1 Definitions and Conventions

Within this chapter, the following definitions and conventions shall apply:

(a) A Student Ticket shall be defined as any ticket that is distributed to the student body through any of the policies of §9-2.

(b) The Campus Life Committee refers to the Student Senate Committee on Campus Life.

§9-1.2. Campus Life Operational Authority.

The Campus Life Committee shall be authorized to take necessary and proper action to carry out the policies of this chapter. Specifically, the Campus Life Committee shall have the authority to appoint officials and retain volunteers for the purpose of executing ticket distribution policies. Within Student Government the Campus Life Committee's authority to appoint individuals to work with ticket distribution shall be exclusive.

Part I. Responsibilities and Expectations

§9-1.3 Athletics Expectations

The students' expectations of the athletics department shall be as follows:

(a) To provide current and accurate data on the total availability of student tickets;

(b) To provide for consumables necessary for the execution of a distribution, including, but not limited to, tickets, receipts, wristbands, and passes;

(c) To provide personnel sufficient to physically distribute tickets at a reasonable rate;

(d) To inform the Campus Life Committee or its designee of circumstantial changes that would precipitate an adjustment in a distribution policy.

§9-1.4 Public Safety Expectations

The students' expectations of the Public Safety department shall be as follows:

(a) To provide personnel sufficient to maintain the safety of all participants of the distribution process;

(b) To provide physical equipment necessary for site management.

§9-1.5 Student Government Responsibilities

Student Government shall be responsible for:

  1. Providing officials or volunteers to serve as a policy resource to all involved in a distribution, especially the students;
  2. Executing and supporting any entertainment functions incorporated into a distribution.

Part II. Multiply Policies

§9-1.6.Classification of games.

(a) Each football or basketball game shall be designated either an A, B, or C game depending on the anticipated ticket demand, where A is the highest level of demand and C is the lowest.

(b) Athletics shall classify each game prior to the beginning of the season. The Campus Life Committee may modify a game's classification at any time up until 4 class days prior to distribution.

§9-1.7. Use of policies.

Each game classification shall be assigned to no more than one of the policies contained in §9-2. This policy shall then be used in distribution proceedings for all games of that class.

Part III. Policies and Calendars

§9-1.8. Ticket Distribution Policies.

The ticket distribution policies shall constitute article 2 of this chapter and shall be enacted and amended by the general procedure for amending these statutes.

§9-1.9. Distribution Calendar.

Before each season the Campus Life Committee shall in cooperation with athletics establish a calendar of distribution dates consistent with the policies of this chapter.

Part I. Football BC policy

§9-2.1 Non-Block Seating Standard Football Ticket Distribution

  1. Overall Procedure:
    Student tickets are reserved seats with the exception of the Grass Hill. Ticket distribution begins at 7:00 a.m. and ends at 4:00 p.m. on the first distribution date at windows 1, 2, and 3 in front of Reynolds Coliseum. Remaining tickets will be distributed on the second and third days at window 1. After the third day, no student tickets will be distributed. The maximum number of tickets a student may pick up is six (6) provided you have the proper number of All Campus Cards. Guest tickets cannot exceed the number of student tickets picked up. There does not have to be a student ID scanned for a purchased guest ticket.
  2. Distribution Procedure:
    Tickets are on a first come first serve basis. All students wanting tickets to home football games must be in single file lines extending from the windows. It is the students responsibility to keep up with their place in line! Members of the Campus Life Committee and Public Safety Officers can revoke any ticket privileges from nonconforming students.
  3. Concerning Fraudulent Use of the All Campus Card
    Fraudulent use of an All Campus Card will result in loss of ticket privileges for the next event and the immediate confiscation of the All Campus Card. The violation will be referred to the Judicial Board for review. Fraudulent use of the All Campus Card includes but is not limited to students allowing non-students or alumni to use their cards to gain entrance to games or students using All Campus Cards other than their own.
  4. Students with Disabilities
    Those students with apparent disability who are registered with the Athletic Ticket Office and the Student Organization of the Differently Abled (SODA) may request for a second ticket free with their All Campus Card for the use of a person aiding them into and out of Carter-Finley Stadium.

§9-2.2 Block Seating Standard Football Ticket Distribution

  1. The minimum number for block seating is fifty (50) and the maximum is one hundred and fifty (150). Not all block-seating requests are guaranteed tickets in the main stands. Remaining blocks will be on the grass hill. Ticket location will depend upon number of block seating requests and your position in the lottery. Guest tickets cannot exceed the number of student tickets. Please note that if an invalid ID number is in included on your list the whole list will be invalid. Each block must have the following:
    1. One completed block seating cover seat
    2. A typed alphabetical list of names
    3. Payment for guest tickets
    4. Large manila envelope to hold your order for tickets
  2. Groups wanting to be eligible for block seating must submit their form between the hours of 8:30 a.m. and 10:30 a.m. on the block seating date at Reynolds Coliseum. Tickets will be ready to be picked up the on the Monday the week of the game at the Stroud Center Ticket Office.

§9-2.3 AllCampus Card Failure

If your All Campus Card is denied when scanned, you will have 24 hours to have your card rescanned in order to pick up your original ticket. The ticket will not be held past the 24 hour limit. All Campus Cards and NC State Student Tickets are both required for NC State students to enter Carter - Finley Stadium. Admission will be refused otherwise. Student tickets will not be available at the stadium on game days.

§9-2.4 BC Policy

The policies contained in §§9-2.1-3 shall be considered the BC policy and shall be used for all game designated either a B or C game per §9-1.6.
