RESOLUTION 04
A RESOLUTION TO BE ENTITLED
AN ACT EXPRESSING SUPPORT OF PROPOSED CHANGES TO THE LIBRARY POLICIES
WHEREAS, there has a been a growing trend of worrisome safety incidents and vagrant loitering in the D.H. Hill library; and,
WHEREAS, the NCSU Libraries has proposed increasing the hours of restricted access and implementing random identification checks; and,
WHEREAS, students frequently utilize mobile telecommunications equipment in noisy common areas of the NCSU Libraries; and,
WHEREAS, the proposed NCSU Library usage rules continue to ban cellular phones in all areas except those with pay phones; and,
WHEREAS, part of the tri-fold mission of a land-grant university, such as North Carolina State University, is extension which includes public use of our libraries by the community; and,
WHEREAS, persons under the age of 16, who would be prohibited from unsupervised use of the NCSU Libraries, are members of the community; and,
WHEREAS, recent legal action requires that all fines collected by the NCSU Libraries must be allocated to the Wake County Public School System instead of remaining within the library coffers; and,
WHEREAS, fines have not been an effective deterrent in encouraging students to return materials to the library in a timely manner; and,
WHEREAS, the NCSU Libraries has proposed eliminating ordinary overdue fees and charging significantly increased replacement and processing fees;
WHEREAS, the NCSU Libraries has proposed instituting an appeals board to reconcile complaints regarding lost book fees; and,
WHEREAS, the current proposed appeals board is comprised of 2 students, 3 faculty, and 1 library staff member; now, therefore be it
RESOLVED, that the North Carolina State University Student Senate supports the proposed more rigorous library access and security policies; and, be it further
RESOLVED, that the North Carolina State University Student Senate urges the NCSU Libraries to revise their usage rules to (1) allow minors over the age of twelve unsupervised access to the libraries and (2) allow cell phone usage in heavily frequented common areas of the libraries; and, be it further
RESOLVED, that the North Carolina State University Student Senate requests the NCSU Libraries revise their material management proposal to (1) limit any non-refundable portion of the book processing fee to no more than $25 and (2) add an additional student, one with present graduate standing, to the proposed appeals board.
