A BILL TO BE ENTITLED

An act to regulate the selection and duties of the North Carolina State University Student Body Government Delegates to the University of North Carolina Association of Student Governments and to ensure just accountability in said positions

 

 


BE IT ENACTED,     by the North Carolina State University Student Senate that:

 

Section 1.        Chapter 1 of the Student Body Statutes shall be renamed Article 1. Student Government Officials and Bodies and located within Chapter 1. Student Government.

 

Section 2.        Chapter 1 of the Student Body Statutes shall be amended by adding:

 

Article 2. Association of Student Governments.

 

§1-2.1. Definitions and Conventions.

Within this article the following definitions and conventions shall apply:

(a)     Association” refers to the UNC Association of Student Government.

(b)     Delegation” refers to an NCSU Student Government Delegation to the UNCASG.

 

§1-2.2. Reserved for future use.

 

§1-2.3. Delegation Composition.

(a)     The Student Government Delegation to the Association shall be comprised of the Student Body President and Student Senate President, ex-officio, and additional at-large delegates appointed by the Student Body President up to the maximum allowable by the rules of the Association, subject to the simple majority confirmation of the Senate. All delegates must serve as Student Government Officials.

(b)     The Delegation shall be headed by the Student Body President, ex-officio. In the event that president cannot attend a given meeting, the Student Senate President shall head the delegation. At no time shall a non-elected official head the delegation.

 

§1-2.4. Alternates.

Whenever possible, Student Government shall be represented at the Association with the maximum allowable number of delegates. The Student Body President may designate an alternate to a delegate up to 24 hours prior to the meeting. The acting head of the delegation may designate an alternate to a delegate within 24 hours of a meeting. All alternates must serve in elective or statutory Student Government Offices, excluding positions on common staffs.

 

§1-2.5. Removal of Delegates.

The Student Senate may, by Senate Resolution, remove any at-large delegate from the delegation. No such removed delegate may be reappointed unless such is allowed under the provisions of the Resolution.

 

 

 

 

§1-2.6. Delegation Report.

No later than 24 hours prior to every Association meeting, the acting delegation head shall designate a member of the delegation to prepare a detailed written report on the events of the meeting. Such report shall be submitted to the Student Senate and the Presidential Cabinet within 72 hours of the close of the meeting.

 

§1-2.7. Association-related Expenses.

At no point shall Treasurer or his or her designee allocate funds to the Association without the explicit approval of the Student Senate.

 

Section 3.        This act shall take effect upon enrollment.
