WHEREAS, North
Carolina State University currently maintains policies or regulations
concerning solicitation, postering, and painting on campus; and,
WHEREAS, a
regulation concerning appropriate use of sidewalk chalk either does not exist
or is not written in an any obvious fashion; and,
WHEREAS, sidewalk
chalk is an excellent inexpensive temporary way for student groups to publicize
events; and,
WHEREAS, sidewalk
chalk that has been placed on weather-sheltered vertical surfaces quickly
becomes an unsightly detractor to the professional appearance of the campus;
and,
WHEREAS, a written
regulation on chalking can both protect the right of students to use the medium
while also providing a consistent definition of abuse thereof; now, therefore
be it,
RESOLVED, that
the North Carolina State University Student Senate urges the University to
adopt a regulation concerning chalking on campus, specifically guaranteeing the
continued use of sidewalk chalk for advertising on exposed horizontal surfaces,
but banning its use on vertical and unexposed surfaces.
