BE
IT ENACTED, by the North Carolina State
University Student Senate that:
Section
1. Article 1 of the Chapter 9 Student Body Statutes shall be struck
and the following inserted:
Article 1. Establishment and Execution of Distribution
Policies.
§9-1.1. Definitions
and Conventions.
Within
this chapter, the following definitions and conventions shall apply:
(a)
A
“Student Ticket” shall be defined as
any ticket that is distributed to the student body through any of the policies
of §9-2.
(b)
The
“Campus Community Committee” or the
“Committee” refers to the Student
Senate Standing Committee on Campus Community.
(c)
“Director” refers to the Student Ticket
Director.
(d)
The
“agency” refers to the entire
Student Ticket Agency.
§9-1.2. Structure
of Authority.
The
Student Ticket Agency shall be considered an Agency of the North Carolina State
University Student Government, as defined by SBS §3-1.1, and shall be governed
through theses statutes and shall be regulated and substantially overseen by
the Committee on Campus Community. The combined jurisdiction of the agency and
committee in regards to ticket distribution shall be exclusive within Student
Government.
§9-1.3. Student
Ticket Eligibility.
All
students paying any portion of the intercollegiate athletics student fee,
regardless of classification or hours carried, shall be fully eligible to
participate in Student Ticket Distribution, unless barred from such by
university sanction.
Part I. Committee as Governing Board.
§9-1.4. Committee
as Governing Board.
In
relation to the Student Ticket Agency, the Campus Community Committee shall
serve as a governing board, which shall advise, direct, and regulate the agency
as necessary and proper to ensure the effective execution of the policies of
this chapter. Under no circumstances shall any member of the committee serve in
a position within the agency.
§9-1.5. Ticket
Distribution Policies and Rules.
(a)
The
ticket distribution policies shall constitute article 2 of this chapter and
shall be enacted and amended by the general procedure for amending these
statutes. The policies of article 2 shall be enforced without modification by
the agency and committee.
(b)
By
two-thirds vote, the committee may enact or amend such additional written
Ticket Distribution Rules as necessary to ensure a complete structure of
distribution. Such rules shall be enforced without modification by the agency.
§9-1.6. Distribution
Calendar.
Prior
to the start of each season the Campus Community Committee shall in cooperation
with athletics establish as a Ticket Distribution Rule a calendar of
distribution dates consistent with the policies of this chapter.
§9-1.7. Date
and Deadline Adjustment.
By
petition of two-thirds of the membership of the Committee on Campus Community,
or by a two-thirds vote at a duly called meeting, any date or deadline
originally set in Rule by the Committee on Campus Community can be amended. All
such adjustments shall be to address a significant and specific problem with
the existing date. All such adjustments
shall be thoroughly promulgated to the Student Body by all reasonable means.
§9-1.8. Guest
Ticket Rules.
Modification
or elimination of guest tickets for any given game shall be subject to
Distribution Rules enacted by the Committee. At no time shall guest tickets
limits be modified within ten (10) calendar days of the game’s first
distribution.
§9-1.9. Disciplinary
Authority.
The
Committee on Campus Community shall be empowered to remove Associate and Assistant
Ticket Directors for cause by two-thirds vote. The Committee may dismiss agency
volunteers for cause by simple majority vote.
Part II. Agency Powers and Duties
§9-1.10. General
Powers.
The
Student Ticket Agency shall be generally responsible for implementing the
policies and rules of student ticket distribution, in order to ensure a fair
and equitable system of distribution.
§9-1.11. Publicity
of Distribution.
The
Agency shall be responsible for publicizing all distribution dates and
procedures to an extent that all members of the Student Body have a reasonable
opportunity to be thereof aware.
§9-1.12. Retention
of Volunteers.
The
Agency shall be empowered to retain such volunteers necessary to implement
distributions, and shall be authorized to compensate them to the extent deemed
appropriate by the Committee. At no point shall the agency place volunteers in
a position of trust without adequate training and supervision.
§9-1.13. Complaint
and Question Resolution.
The
Student Ticket Agency shall implement procedures, consistent with Ticket Policy
and Rule, to provide for the resolution of student complaints and questions
regarding ticket distribution.
Part III. Agency Personnel.
§9-1.14. Student
Ticket Director.
The
Student Ticket Director shall be considered a Student Government Official, and
shall have executive authority over the agency, and shall specifically:
(a)
Faithfully
execute all Ticket Distribution Policies and Rules;
(b)
Liaise
with the Athletics Department regarding specific and general ticket issues;
(c)
Report
to the Committee regarding the all actions of the agency;
(d)
Make
recommendations to the Committee regarding improvements to the Distribution
Policies and Rules;
(e)
Report
on the affairs of the agency to the Cabinet;
(f)
Coordinate
the selection and training of distribution volunteers.
§9-1.15. Selection
of Director.
The
Student Body President shall appoint a Director no later than the first Sunday
of March, subject to the majority confirmation of the Senate. No Director shall
be confirmed without an affirmative report from the Committee on Campus
Community. There shall be no qualifications for Director beyond those of a
Student Government Official.
§9-1.16. Associate
Directors.
The
Director shall appoint between one (1) and three (3) Associate Student Ticket
Directors, subject to the majority confirmation of the Committee, who shall be
considered Student Government Officials. Associate Directors shall report to
the Director and shall have specific substantial permanent duties as designated
by the Director.
§9-1.17. Assistant
Directors.
The
Director may appoint any number of Assistant Student Ticket Directors, subject
to the majority confirmation of the Committee, who shall be considered Student
Government Officials, but shall be exempt from the dual office-holding ban of
SBS §1-4. No Assistant Director may hold a second Student Government Office
within the agency or within the Student Senate. Assistant Directors shall be
distinguished from Associate Directors by irregular involvement, less responsibility,
and/or less discretion.
§9-1.18. Ticket
Distribution Webmaster.
The
ticket distribution website, tickets.ncsu.edu, shall be generally maintained by
the Division of Web Development under the supervision of the Student Government
Webmaster. If the Director deems it necessary for expediency of updates, he or
she may designate one of the Associate or Assistant Directors as Ticket
Distribution Webmaster. The Ticket Distribution Webmaster shall comply with all
regulations of and concerning the Division of Web Development.
§9-1.19. Terms
of Office.
The
term of the Student Ticket Director shall end upon the appointment and
confirmation of his or her successor. Associate and Assistant Directors shall
serve at the discretion of the Director.
Part IV. Responsibilities and
Expectations
§9-1.20. Athletics
Expectations.
The
students’ expectations of the athletics department shall be as follows:
(a)
To
provide current and accurate data on the total availability of student tickets;
(b)
To
provide for consumables necessary for the execution of a distribution,
including, but not limited to, tickets, receipts, and passes;
(c)
To
provide personnel sufficient to physically distribute tickets at a reasonable
rate;
(d)
To
inform the Campus Community Committee or its designee of circumstantial changes
that would precipitate an adjustment in a distribution policy.
§9-1.21. Campus
Police Expectations.
The
students’ expectations of the Campus Police department shall be as follows:
(a)
To
provide personnel sufficient to maintain the safety of all participants of the
distribution process;
(b)
To
provide physical equipment necessary for site management.
§9-1.22. Student
Government Responsibilities.
Student
Government shall be responsible for:
(a)
Providing
officials or volunteers to serve as a policy resource to all involved in a
distribution, especially the students;
(b)
Executing
and supporting any entertainment functions incorporated into a distribution.
(c)
Maintaining
a current version of the ticket policy on the Student Government website.
Section
2. This act shall be effective upon its
enrollment.
