Section 1. Statutory
Authority. This bill is adopted pursuant to the
provisions of Article II, Sections 5(d) and 5(h) of the Student Body
Constitution, and Chapter 2, Rule 17(b)(2) of the Student Body Statutes.
Section 2. The North Carolina State University
Student Senate adopts the following Resolution:
WHEREAS, Jenny Chia-Jen Chang-McCoy was elected
President of the Student Body of North Carolina State University in March 1998
and served in that capacity until April 1999; and,
WHEREAS, Jenny’s election helped mark the Student
Government’s “Year of the Woman,” when female candidates were elected to all
four Student Body Officer positions for the first time in University history;
and,
WHEREAS, during her tenure, Jenny convened the first
ever Comprehensive Fee Review Commission, continued implementation of the
Student Government Teacher Evaluations Online (SGTEOL) project, provided
crucial feedback to the Office of the Provost concerning the effects of the new
“Plus / Minus Grading,” “Intent to Major” and “Progress Towards Degree”
policies, and spearheaded student outreach with her comprehensive Y2S /
Year-2-Serve campaign that included Service Raleigh, support for Service
Learning initiatives, and the preparations for the 1999 Special Olympics World
Games held in Raleigh; and,
WHEREAS, in addition to the foregoing accomplishments,
Jenny courageously broke with Student Government tradition by insisting on a
close, collaborative relationship between the Executive Branch and the Student
Senate; and,
WHEREAS, prior to her distinguished service as the
University's top student leader, Jenny also served on Executive Branch staff
from 1997 to 1998 and was a member of the Judicial Board from 1996 to 1997;
and,
WHEREAS, following her retirement as Student Body
President, Jenny was elected President of the Senior Class where she served
with distinction until her graduation from the University in May 2000; and,
WHEREAS, despite the time commitments attendant to
service as a Student Body Officer and active student leader, Jenny was a
consistent Dean's List student, a Caldwell Fellow, among the University's first
class of Park Scholars, and received the prestigious Truman Scholarship for
post-graduate studies; and,
WHEREAS, following her graduation from the University,
Jenny served in the nation's capital in the offices of United States
Representatives David Price (NC-04) and Carolyn Maloney (NY-14); and,
WHEREAS, in 2002 Jenny was diagnosed with breast
cancer, ultimately requiring a complete mastectomy and reconstruction surgery;
and,
WHEREAS, following her surgery Jenny learned the
cancer was aggressively malignant and had metastasized to her lungs, forcing
her to again undergo extensive chemotherapy, radiation and other treatments;
and,
WHEREAS, throughout her ordeal, Jenny continued to
serve this University and the City of Raleigh through her volunteer efforts, as
well as public engagements where she spoke out regarding cancer treatment and
prevention; and,
WHEREAS, on Saturday, April 29th 2006, Jenny passed
away following her valiant four-year struggle against cancer; now, therefore be
it
RESOLVED, that
the North Carolina State University Student Senate honors the life and memory
of Jenny Chia-Jen Chang-McCoy, for her principled and distinguished service to
the University community and the cause of student governance; and be it
further,
RESOLVED, that
the Senate expresses its heartfelt condolences to Jenny's family, her husband
Dominique McCoy, and all those who held Jenny close to their heart; and be it
further,
RESOLVED, in honor of Jenny’s service to this Student Government, the Senate’s “Outstanding Student Service Award” shall be renamed in her honor; and be it further,
RESOLVED, in
accordance with Jenny's wishes and in tribute to her service to the North
Carolina State University Student Body, the amount of $1,000.00 is hereby
appropriated to the Park Scholarships Program for the Chang Memorial Fund, to
help establish a public service memorial scholarship in Jenny's name.
Section
3. Authorizing Legislation.
The Student Body Treasurer, in consultation with the Student Senate
President and the Chairman of the Senate Committee on Finance, shall be
empowered to implement the financial portion of this legislation in the manner
he deems appropriate. The Student Senate
President shall retain overall implementation authority pursuant to Student
Body Statutes §3-11.2.
Section 4. All
references in the Student Body Statutes Chapter 1, Article 4 (“Outstanding
Student Service Award”) to “Gerald Erdahl” or “Erdahl” shall be stricken and
replaced with “Jenny Chang” or “Chang”, respectively.
Section
5. For purposes of presentment to Jenny's
family, all references in the heading of this legislation to "bill"
or "Finance Bill" shall be stricken and replaced with
"Resolution."
Section
6. This act shall take effect upon enrollment.
