A BILL TO BE ENTILED AN ACT TO PROHIBIT SENTORS FROM SERVING SIMULTANEOUSLY AS THE SENATE SERGEANT-AT-ARMS AND AS A MEMBER OF THE SENATE GOVERNMENT OPERATIONS COMMITTEE

WHEREAS, the Sergeant-at-Arms is required, according to ¤2-2.12, to notify an accused Student Government official of formal charges against them by Òwritten statement, which shall include the resolution in full, by either hand delivery or registered mail, return receiptÓ; and,

 

WHEREAS,  the Senate Government Operations Committee is charged, according to ¤2-2.17 and ¤2-2.18, with carrying out normal investigations and hearings into the legitimacy of charges levied against any Student Government official; and,

 

WHEREAS,  serving as the Sergeant-at-Arms while also serving as a member of the Senate Government Operations Committee would bring about a conflict of interests in terms of the process of formally bringing about charges against a Student Government official; now therefore be it,

 

ENACTED,   by the North Carolina State University Student Senate that,

 

Section 1.        the Student Body Statutes Chapter 2 (ÒStudent SenateÓ) shall be amended as follows:

                       

                        ¤2-1.22E Sergeant-at-Arms. The Senate shall elect from its membership a Sergeant-at-Arms, who shall assist the President in preserving order in the Senate Chamber during meetings; and at the request of the President or a simple majority of the Senate, explain expectations of order to visitors and Senators. The Sergeant-at-Arms shall not simultaneously serve in this position and be a member of the Senate Government Operations Committee.

 

Section 2.        This act shall be effective upon its enrollment.
