TO BE ENTITLED AN ACT TO SET GENERAL DECORUM
STANDARDS FOR THE 92nd SESSION OF THE NORTH
CAROLINA STATE UNIVERSITY STUDENT SENATE

WHEREAS, The North Carolina
State University Student Senate represents the collective interests of the student
body; and,
WHEREAS, Student Senators
represent the face of the organization to both the student body and to the
administrators equally; and,
WHEREAS, Student Senate
meetings are open to all students and open to the public; and,
WHEREAS, the fundamental
success of Student Senate as an organization depends on the high standards of
ethics, integrity and professionalism of its members; now therefore be it,
RESOLVED, that the North
Carolina State University Student Senate for the 92nd session shall
abide by the following recommendations for efficiency and professionalism; and
be it further,
RESOLVED, that Senators shall
try to represent the interests of their constituents as much as possible and
not their personal opinions/beliefs; and be it further,
RESOLVED, that Senators shall
acknowledge the opinions they express to student media as their own and not
that of Student Senate with the exceptions of Student Body Officers and the
Press Secretary; and be it further,
RESOLVED, that Senators shall
attend their respective college council meetings; and be it further
RESOLVED, that Senators shall
be allowed to speak freely on the condition that they respect the opinions of
others while speaking in the Senate; and be it further
RESOLVED, that Senators shall
not address other Senators by their names in debates; and be it further
RESOLVED, that Senators shall
exit the room or exchange written correspondence in order to communicate when
they do not have the floor; and be it further,
RESOLVED, that Senators shall
abstain from using obscene gestures or any profanity in any meeting, including
Senate and Committee meetings; and be it further,
RESOLVED, that Senators shall
refrain from singling out individuals and shall not make personal attacks,
insulting comments, or personal threats towards others; and be it further,
RESOLVED, that Senators shall
encourage professionalism through attire by dressing conservatively and refraining
from wearing T-shirts, jeans, hats/caps, and shorts for the Senate meetings;
and be it further,
RESOLVED, that Senators shall attempt to read all the bills before coming to Senate meetings and committee meetings; and be it further,
RESOLVED, that Senators shall keep comments and announcements to
events on campus and information relevant to constituents and other senators,
and not use the time to further debate; and be it further,
RESOLVED, that Senators shall be mindful of questions to speakers
so as not to be rude or contentious as they are our guests; and be it further,
RESOLVED, that Senators with laptops/tablets during any senate
meeting shall seat themselves along the perimeter of the senate chambers to
avoid distracting other senators, speakers, and guests; and be it further,
RESOLVED, that Senators shall close their laptops/tablets and mute their mobile phones for all guest speakers; and be it further,
RESOLVED, that the Student Senate President has the ability to request that all laptops/tablets be closed and mobile phones to be muted during any period of the Senate meeting that the President deems appropriate; and be it further,
RESOLVED, that no member of Student Government should attend an official Student Government event, including Senate meetings, under the influence of controlled substances; and be it further,
RESOLVED, that Senators who
exceed the set attendance limits shall be contacted by the Government
Operations Committee and shall follow the guidelines set by the committee as
deemed appropriate and shall not be permitted to attend future Senate meetings
unless cleared; and be it further,
RESOLVED, that Senators shall not fast-track bills at the last Senate meeting of the 92nd session with the exception of the Senate Sine-Die bill; and be it further,
RESOLVED, that all inquiries regarding parliamentary procedure and statutes be directed to the parliamentarian; and be it further,
RESOLVED, that the Sergeant of Arms and Student Senate President
are the only members allowed to call out “privilege”; and be it further,
RESOLVED, that the Student Senate President and Sergeant of Arms
shall have the authority to enforce decorum for the remainder of the session;
and be it further,
RESOLVED, this act will be
effective upon enrollment for the 92nd session of the North Carolina
State University Student Senate.
