There were ten (10) Senators (Brannan, Erica Evans, Maria Evans, Hardy, Kling, Michael Lloyd, Salmon, Shaw, Sohail, and Waldrup) absent.

 

A quorum was present.

-         Mr. Jeff Skalka, IFC President

Basketball tourney this weekend 5 on 5. $50 per team. Sunday at 3pm. Upcoming event PKP on frat court for the members who died.

 

-         Mr. Kyle Fox, Union President

UAB president. Wants to pass the new constitution for the Union. The Union Board of Directors and UAB President will be split into two positions. Hope it’s accepted by the students. Next year the changes will take place if passed for the Leader of the Pack event.

 

-         Dr. Thomas H. Stafford, Vice-Chancellor for Student Affairs

[FY 2006-2007 Fee Presentations]

Speaks about the fee's.

Spoke about how the Senate does not have any fee review oversight.

Gives overview of the fee review process.

First time I can recall three fee's being reduced or eliminated. These are going to be covered by the provost. Details information about this student activities fees. Moves into the student center operations fee.

 

Sen. Hutcherson: I have asked about the personnel costs for the Student center and was not provided it.

 

A: I was under the impression that the folks reviewing the fees were provided the information they needed.

Recreational sports fee - overview.

Athletics - $50 for operations

Student Health Service - $13 to fund salary and benefit increases, new LAN tech position.

Transit Operations $16 - $8 for 3 new busses. $5 for U-Pass program. $3 for Visualization system.

(note about the fine ruling against the transportation system, the fee is for the Wolfline system.)

Debt Athletics $25 - Deer track update.

$147 total requested.

 

Sen. Hutcherson: is there any money left over from the reserve.

 

A: No

 

Sen. Walton: Do you think the review process was fair. Do you have any answer to the delay tactics from the administration.

 

A: I strongly resent you use of the word delay tactics. It is unfounded that any administrator delayed the fees. I made sure that this year we did not release the information this year until it was finalized and approved.

 

Sen. Walton: Are we going to review how we review fees

 

A: We constantly review the process.

 

Sen. Compton: Do you think we are wasting our time here tonight?

 

A: it depends on how you respond to the process.

 

A: BOG policy from 2003 trumps the local rules, each campus has a BOT, the BOT handles the recombination of the fees up to the BOG.

 

Sen. Dimond: The student body president at each school is the BOT voting member?

 

A: yes.

 

Sen. Hutcherson: How are we in comparison to other schools in comparison to fees?

 

A: He listed some figures.

 

Sen. Hutcherson: Senate chambers is unprofessional tonight due to the call to the fire

 

Marshall, do you know who called the Fire Marshall.

 

A: I have no idea who called, but I will try to find out.

 

Motion to override the Veto of GB 12. 2nd.

 

Sen. Fabricius : When we passed this bill 2 weeks ago we knew how the president stood. We need to go ahead and pass this bill.

Reports of the Officers

 

-         Mr. Seneca Toms, Student Body Treasurer

Appointing a new Comptroller. Fall 138 requests filled. Table update, the tables are now in the warehouse should be here by next session.

Sen. Fabricius Consent to accept the resignation of the comptroller.

 

-         Mr. Whil Piavis, Student Body President

Let me clear the air a little bit. It is not a insult for me to wear the pirate garb here in the senate chambers. I am here to have fun and a good time. I hope that ye be having a fun time as well. The chancellors liaison meeting was today. The horses excreatment will be taken care of. The large religious sign holders will now be places in an expression area. The signs on buildings be in alphabetical order except Witherspoon and that is now fixed. As ye know I may be a pirate but I have not stole anything with nine zeros. 9AM-5PM, 19 of Oct will be national call in day to call your legislators to track the number of calls to the legislators that day.

We have been looking for ways to increase the katrina relief funds.

The veto. Ye passed a bill against me and I have attached information about the issues of speech.

 

Sen. Fabricius: The fee process is short timed and if you veto any of the bills here we will not get any position passed on, will you pledge not to veto any of the bills?

 

A: I will try not to veto any of the bills. I urge you to look at a few of them a bit more.

 

Sen. Hutcherson: Can you explain the separate funds for the SCO

 

A: I urge you to look into this one more. The BOG of the student centers supported the $22 increase not the others.

-         Mr. Forrest Hinton, Student Senate President

Gave notice of the fire code change for the room. Talked about the separation of the Judicial Board from SG. The funds and offices for the Judicial board will be given back to the SG. The tuition and fees committee has done a great job researching and preparing the recommendation to the senate. Tonight you should vote on the issues only after being informed. We need to balance the cost with the benefits so that we can see tangible benefits. Select Committee on simplifying the SG will be created.

-         Academics Committee; Sen. James Hankins, Chairman

7:30PM Next wed is next meeting. PE representative will be there.

 

-         Campus Community Committee; Sen. Zach Adams, Chairman

IRC rep gave report. Q: on the capital budget expenses. Will be covered next meeting. Discussed tailgating options. Talked about overcrowding of section 7 and 8. Looking into wristbands to prevent over crowding. GB42: Running list of seniors vs. the seniors that request tickets. Punishments for ticket fraud. 1st offense, lose next 5 games. 2nd offense, full calendar year. 3rd offense, no ticket privileges again. Tickets for spirit competition, 50 to each of the winning student organizations with the best spirit. GB68 will be discussed next week, wed at 7:30.

I urge the senators to sign up to sponsor groups requests for appropriations. The deadline to change the requests is 5PM on Friday October 14th. The budgets must be complete so I urge you to update your sponsored requests. The total requests for an organization can not exceed 4,000.

 

Comments/Announcements

 

Sen. Fabricius: One of the ways to be effective is to be knowledgeable about the fee process. I was pleased to see that the administrator had to yield to students about the fee details.

 

Travis Birdsell: SG is sponsoring a blood drive Oct 21 11-3:30 in BAR. We need people to help and to give blood. The T&F committee did a good job and I support what they did.

 

Sen. Mickey: Homecoming committee is doing a good job.

 

Sen. Hankins: I was impressed with the retreat and had a good time. I want to the thank the freshman senators for dressing up and being prepared tonight.

 

Sen. Sevits: [Addresses the Senate and those in attendance] Correct me if I’m wrong, but I believe this to be true. This is the only time that a group made up of a majority of students gets to review collectively the changes made to student fees every year. If you feel student input is important on this issue, I want to remind everyone this is what we’re here for, and this is one of the most important things we do.

 

Sen. Hutcherson: I want to thank the folks who came out for the student retreat. It took 4 younger folks to subdue me in laser tag.

 

Sen. Yasin. I am proud of us for being here tonight, in these terrible chairs.

 

Sen. Compton: I hope we all come in and go to the call in time for the national call in day. To keep school affordable.

 

Sen. Phillips: Idea is to get 10,000 signatures to oppose the tuition change.

 

SSP Hinton: I want to thank John Small for his work on the fee review committee.

 

Student Body Comments on Fees

 

Students wishing to speak should sign-up in the back of the Senate Hall. The total comment period is a maximum of 45 minutes with two minutes per student.

 

Bobby Blair, Parks and Rec.: Address the Rec. Fee. Right now we are understaffed. and the increase in the fee would help keep retention. In recreational sport we have trouble recruiting and retaining them.

 

Megan, graphic design, student theater. This is a research university, and we need creativity to create new things. One of the great things about this university is that we are open to everyone. Every person can apply for acting or tech unlike schools that have a direct theater major. This is a great program and we really need the increase.

 

Casey Watkins, Senior in zoology, We in CALS do support the arts. We provide an outlet for campus. I think the arts is essential to a well-rounded education.

 

Scott Heath, Junior, CPE, I am reminded of a sense of balance. This is a great release to have. There are a lot of avenues that this release is for.

 

Josh Parker, Senior in Chass, The Arts are not just part of a well-rounded education, this is a culture issue to teach you about the rest of the world. We are doing a diversity discussion along with a play about BGL issues. The craft center is really great for people to get their hand in making something. It also serves the community. Our dance program is nationally known and we need to take this seriously. The arts are going to be in serious trouble without this fee.

 

Travis Birdsell: The arts should be important to everyone. The request for the arts should be separate from the student center operation fees. Even if we pass all the fee request the SCO does not have to give the arts the money they requested. For next year we need a separate arts fee.

 

Bardy Maze, senior in Political Science: We have had many wonderful students in these chambers before, who has passed fee increased before. The future of our university depends on us supporting the arts. We are providing an outlet for students on campus to be creative.

 

Darryl Jones, COD, You talked a lot so we will talk a lot now. If you are not involved in the arts, you have to know that the arts here on campus are nationally known. The craft center is one of the most comprehensive in the country. I want to reiterate how important this fee is.

 

Randy Cotton, Senior Business Management, The salary needs to be increased, as it has not been in the last 6 years. The temp labor is going to intramural program, if we don't have officials we can't have games. To increase the hours for the facilities we need to have more money. The downtime for machines will be reduced with more funds. Website: we need someone to provide a better website for scheduling facilities.

 

Whil Langley: Thank you. We have great leadership in this room. I wanted to ask more questions to Dr. Stafford. He asked the groups who are requesting fee increases not to come to the meeting. I went to the Monday night meeting and they did a great job breaking down the fees and going over the fees. Thank you for your service and leadership.

 

Kattie Parker, Ag mang: We are expected to work during breaks, in the summer, so that you can have access to more facilities. We need this increase to pay for the retention of student workers.

 

Bobby: Our students have spent weeks working on the proposal for the $0.50 increase. This did not come out of the blue, students worked on this proposal.

 

Salie Hamdon, Staff, as a work-study student I got offers for $6 from the gym, instead I took the $8 offers.

 

Jessie Stuart, Senior, CHE, $22 of the increase will go to the arts (the admin. have promised it). I chose to come to NCState because of the option for me to be involved in theater. We do constantly good work, the N&O used to review our shows and we normally beat the other programs in the area. We will not be able to provide as many programs and as large and costly programs as we now offer.

 

Randy: Recreational Leisure fee. The programs stated are not new, the are just going to be enhanced. The programs could be better with more funding.

 

[Unknown Speaker]: Address the comment about Dr. Stafford. It would have taken a lot more time to have presentations from the programs. The problem with an Arts fee, it would take a long time and be hard. It would be like a divorce and would aggravate the process.

 

Derwood Kendy, Senior , COE, This is for students, UNC-G and NCSU are the only schools that get access to the theater program. It is important to pass this as the funds will come to us.

Sen. Lam: Looked at each section of the request. 3.20 pers 1.20 pool, 1.50 weight cardio.

 

Sen. Cariaga: Pers, They will cut programs if this is cut. Hours of the gym would be reduced.

 

Q: Sen. Shivers: How will the votes tonight affect the Fee review committees actions

 

A: The committee normally goes along with what the senate approves.

Motion to amend. Insert 3.80 into the bill for increasing the wages.

 

P: Heath: The $6 an hour is just barely over min wage. With an increase in the wage we might get more hours and more workers.

 

N: Fabricius. Increasing the wages does not increase hours. There is some dispute over the notion that they have full recruitment. in the areas that they have weak retention they could do targeted wage increases.

 

Q: Would you work for $6 and hour A: No.

 

P: Melton: Maintaining labor is an issue. This would help retain workers.

 

N: Walton: we have plenty of people wanting to work in campus rec.

 

P: Yasin: I have worked retail jobs. They were a whole lot easier than the work at the gym.

 

N: Hutcherson: This is a temp job. The committee as well as myself feels this is unwarranted.

 

N: Sarwy: I worked a very hard job at $5.15 and I feel that a raise is not worthy for the work they do.

 

Q: Walton: was there discussion about increasing the non-student fees? A: They have already increased the NS fees.

 

P: Compton: in support

 

N: Adams: There are students willing to work at these jobs. There are some jobs that are hard, but there are others that can do their homework and not work hard.

 

P: Phillips: I spoke with Bobby Blair. The retention has hurt them, it would help them have more hours.

 

Q: Godfrey. Why are they not spending the money they have now?

Q: Wally: are these jobs reserved for students

 

A: Yes.

 

N: Cariaga: No one is being forced for $6. This small increase will not really affect the hours and retention.

 

Q: Dimond: How much more do managers get? A: no idea

 

P: Salama: I support this bill, the 30% retention rate is very high and a change needs to be made.

Lam: Two parts: Operations: Zero is supported for operations. Indebtedness: $5 was supported. As students are only responsible for part of the funds, we should only bear part of the increases.

 

Q: Compton: Bill should read 4.5 Million

P: Fabricius: This just shift the burden more on the students without and justification. The fact that they were informed not to give us information to make an informed opinion.

 

N: Comption: We need to strike the $5 from the bill

 

P: Hankins: The $5 goes directly to something we use and we should fund part of the burden for the increases.

 

N: Saunders: I don't support giving them any money because they don't listen to the students

 

Amend: Comption: Change $5 to $0.

 

Explain: Athletics has the budget to pay for this themselves.

 

P: Salama: If they can't raise the money to fix the items then they don't need the facilities.

 

N: Lloyd: I see groups out there everyday, we need to help pay for something we use.

 

P: Sawrey: I don't think that we need to fork out 150k to use a grass field.

 

N: Fabricius: This is an athletic facility. Track field and softball. This will increase accessibility to students to soccer. We need to support this new facility.

 

P: Wally: They have a lot of money already. The students on campus can't afford any increase.

 

N: Lam: The purpose is to bring sports to campus. They don't have the money to pay this and we need to pass it.

N: Salama: They are a cash cow and can generate tons of funds. You just voted down to give money to student employees, but you are going to vote to give money to the track.

P: Hutcherson: If you build it they will come. Ours is falling apart. We need to fix it.

 

N: Yasin: I talked about this with my constituents, students are having financial problems paying for school as is, and they felt this fee was least important, talked to textile student council and only person voted for increase

 

P: Melton: They came with a larger amount, if we had changed to zero they would not have taken seriously, we need to pass this

 

N: Compton: If we don’t say anything they wont assume that we are in favor, they have plenty of money, they aren’t going to build this facility with 150k

 

P: Adams: They cant get revenue from donors, donors usually give money for revenue building sports, this helps the students

 

Q: Is our soccer team ranked. A: Yes

 

Q: Compton: Is this a rolling amount over a number of years. A: Yes, if enrollment goes up fee goes away faster

 

Q: Hutcherson: In the opinion of the chair , if we were not to make a recommendation how would the board see that A: I think this is a bad idea

N: Mickey: I have heard a lot of negative feedback about student health center, not using money wisely as is, so why should we give more money

 

P: Compton: I disagree with what you said, I think the health services are very professional and money will help

 

N: Most hospitals etc do not have medical records on computer

 

P: Melton: health center provides help for appropriate services

 

N: Mickey: health center is not reliable

 

P: Phillips: They do a lot of things on campus, health care in this country is trying to make everything electronic, we should start here

Q: has the city transportation raised the prices form last year A: no

 

Q: has the AVC been purchased A: it is in service but not has been programmed for this year

 

Q: Hutcherson: what were we funding last year in reference to the trail basis for the UPASS A: We made Wolfline free to public in exchange for students to be able to ride city transportation

 

P: Yasin: The Wolfline is excellent especially for people that live in wolf village, the tracking system is good, I use the Wolfline a lot and this is something that will benefit those who use the Wolfline

 

N: Kling: The bus still runs without UPASS system , I think we should strike UPASS fee

 

Q: Hutcherson A: Barnes : The UPASS fee must be paid otherwise the UPASS system will be terminated and you will have to pay per ride

Lam: we wanted to fund part of it

 

Q: Compton A: This is not graduate work Q: Compton: So the students are going to get paid $16 and hour A: The student workers will be getting paid less than grad students

 

Q: Hutcherson: What specific program are you targeting this for? A: No specific program

 

Q: Compton: Did the arts program submit a budget for where money will be used A: it is included in the packet

 

P: Yasin: Constituents want more money for the arts programs, because the arts have affected them in a positive way, the crafts center has many diverse programs

 

N: Fabricius: They refuse to break into separate fees, using student concerns about arts and funnel into other programs, if we want to support the arts we want to make sure the money will go to the arts

 

Q: Shivers: What is the promise saying that will give money to arts specifically and how much A: A promise is only a promise it does not have full credibility, I’m not saying they're lying A: Dr. Stafford has given two different answers in response to this question

Amendment to add: to add 1.70 to go specifically to CSLEPS

 

Sevits: The Center for Student Leadership, Ethics, and Public Service needs additional staff to maintain the level of programming they are doing. [Explains duties of CSLEPS and contributions to the student body through arranging opportunities for students to participate in alternative spring break programs, enhance their leadership and job skills through workshops; among other things]. Currently they hold over 150 events each year and if they do not receive funds will be put in a position where they will have to decrease what they are doing.

 

P: Sawrey: trying to outreach, and do community service, 1.70 will help hire an assistant director, needs helps, service would positively represent our university

 

N: Fabricius: What is the purpose of the student center, broadly speaking I don’t think that the fee should keep being inflated

 

P: Sevits: [Continues to describe the nature of activities the CSLEPS office does to underscore importance of specifically showing student support for their fee proposal within the student center operations fee] They hold a variety of classes, including one focused on leadership development which you can receive curriculum credit for and is open to everyone. Additionally they help organize and raise awareness about various community service and outreach activities that students participate in.

 

N: Hutcherson: The committee did a very good job. members on board did not get sufficient information on programs such as CSLEPS previously

 

P: Adams: The leadership service is understaffed, it seems they work an average of 60 hours a week, they offer many various courses including many topics, also ensures that you become involved in service, this does benefit students

 

N: Cariaga: If this were all to go to CSLEPS I would vote for this, but it is not certain that it will go to CSLEPS

N: Last year the senate increased by $2.23 and it passed as $19.25 and so they will most likely raise the amount given anyway

N: Hankins, it is a bad situation either way, if we do not vote for arts then we will appear to not support the arts, however if we do vote for the arts we can not ensure that the money will go to the arts programs, however we do need a strong arts programs

Amendment to strike the whereas clause on lines 24 and 25 and adding and the full amounted requested seems unlikely to go to Arts NCState
