Roll Call
There were forty-one (41) Senators (Adams, Barnes, Bellamy, Cariaga, Carter, Collins, Compton, Culp, Dimond, Fabricius, Gardner, Griggs, Gula, Haggard, Hankins, Heath, Hughes, Hutcherson, Kersh, Kling, Lam, Mickey, Miller, Moye, Musick, Oluronbi, K. Phillips, Salmon, Santiago, Saunders, Sawrey, Shivers, R. Smith, Stephenson, Templeton, Waldrup, Wally, Walton, Whitehouse, Wood, Yasin) present. There were also two (2) non-voting members (F. Hinton, Toms) present.
There were sixteen (16) Senators (Brannan, Chamblee, E. Evans, Maria Evans, Gluck, Godfrey, Hester, Hoy, M. Lloyd, Mckethan, Rice, Salama, Sevits, Sohail, J. Washington, Winfree) absent. There was also one (1) non-voting member (Murden) absent.
Approval of the Journal
All journals of the fall semester need approval.

I used to be chairman of a student government in NYC, and I want to bring some insight to you, there is a lot of good news, we have had some major changes in this university, timing is everything, changes that have happened in the past 15 years have been amazing, I have come to talk about whether or not we will be great on the future, your education is going to follow you for the rest of your lives, the administration cares about you, because your education matters, first of all you need to know, 15 of the past 16 years this university has taken across the board budget cuts from the general assembly, this year we were bragging we only took a small cut, right now the teachers of your humanities learn less than those at wake tech community college, our faculty is paid 20% below peer universities (i.e. Purdue, Clemson, Virginia Tech) , the teachers affect the prestige of this university, regardless of the raise it is a fraction of what it cost to educate you, the reason
Q: Yasin: Are you saying we should be okay with an increase of our tuition?
A: No, not at all, but it is going up and will continue to go up, what can be done about this…this was possibly to get enough class sections, what is the answer…in my opinion you, along with the other 15 student organizations, need to spend time wisely. We {the chancellor and I} do not have power to lobby in the national assembly, however, if you and all of the student bodies are serious you need to go to the general assembly and make it clear that your education and the prestige of this university is in jeopardy, I am talking about academic programs, any questions?
Q: Compton: Do you think that if the board of trustees did not pass this it would have given the national assembly the right message
A: No, I’m telling you not to lobby, but that ultimately is not going to solve the problem, if the message doesn’t get through to the national assemblies and tax payers, I don’t think there is a misallocation of funds, thank you for having me and good luck
Q: Hankins: What else can we do?
A; Let me tell you who supports us, you have a delegation in wake county…you have no idea how much power you have as students

This will be our fourth marathon this February, we raise lots of money for really good causes, but we have fun events for students, it’s a great way for students to be able to enrich your education and participate in community service

Tonight GB 82 is going to be up and I urge you to support that, on second note, we are going to work hard to reduce the amount of paper we us, appropriations coming up really soon, the budget process is also coming up

Recently I attended the faculty senate meeting and I realized that we are both arguing for the same thing We talked about fee increases, , there is a national campaign to reduce cost of textbooks
Sawrey: I have been disappointed in your performance this semester…
Walton: You’re here to represent students on the board of trustees, why aren’t you fighting for students
Yasin: We all represent the students, we need to stop this ongoing feud, the only we can do is say were going to move forward
Q: Hankins: Do you feel like we should do something to get athletics to pay for the red terror?
Q: Hutcherson: Did you respond to my email asking about a clarification of an email you sent to the listserv have you responded, as it was time sensitive and your pirate speech prevented knowledge of the materiel.
Q: Is it possible for you to drop the pirate garb and speak
A: no, it would go back to the era before I was elected when no one cares.
Q: Philllips: what is your response to the article about political apathy in the technician today.

Q: Can you list three thing that have positively affected my last year at NC State?
A: Listed: tuition fight, fee fight, red terror.

There was an 1000 dollar incrase in fees for design students on top of the 325 tuition fees, judicial referendum not ratified, there will be changes in 2006
Holiday Cards for University Advocacy
SSP Hinton: We are going to send out 40 holiday cards, I will assign you and individual person
Reports of Senate Standing Committees
- Sen. James Hankins, Academics Committee, Chairman, we had a meeting awhile ago, we had somebody come in and talk about affirmative action but they could not talk about it for legal reasons, there is an amazing brochure out by admissions

We have been working on the ticket distribution for the basketball games
Hutcherson: There was some misinformation on the red white and new, we need a lot of feedback and help with this

We have met three times since last meeting we talked about old statutes, were beginning to work on the executive branch, we are restructuring student government

First Reading of Bills and Resolutions
GB 83, 2005 Student Elections Act (Fabricius et al)
Second Reading of Bill and Resolutions
AB 75, Judicial Funding Reallocation Act
Fabricius: We proposed a new budget recommendations
Money is reallocated, passed by consent
PB 77, Dance Marathon Appropriation Act
Walton: This is to be a co sponsorship such as homecoming and we think this should become part of the budget of the student government
Period of debate
P: Compton: The reason we need to start this transition is because they are a vital part of this university
N: Sawrey: I strongly support Dance Marathon, but this sets very bad precedent, if dance marathon wants this money they can come during spring appropriations
P: Hankins: I do believe this does set a precedent, but dance marathon is one of the largest traditions at state, this is a tradition and a charity
N: Mickey: A couple of years is not a tradition and I remember when Hutcherson said that he wanted organizations to be self supported
P: Phillips: I think this would be very good press for us. I know that a slew of bills would not be bad
N: Hutcherson: Everyone in the appropriations committee has already looked at this and this organization is not planning properly for the next year
P: Compton: This is a large-scale event, if you read the bill it says exactly what the bill will be going to.
N: Kling: I have problems with the procedure
P: Yasin: Dance Marathon is large scale, this is something that effects a large amount of students and it reaches out to the students and gives back to the community
N: Miller: I support all that dance marathon stands for, I think this contradictory to what appropriations stands for
P: Walton: There are other appropriations members on this committee
N: Sawrey: We are not to dance marathon, this is a backwards money of giving money
P: Musik: From someone whose been there this is a great thing to be stand behind
N: Toms: The is crossing two paths that has traditionally been separated
P: Collins: We have money that needs to be spent
N: Dimond: I don’t think we should give them this money
P: Compton: We went to them we were not their sponsors in appropriations

There were twelve (12) Senators (Bellamy, Dimond, Godfrey, Gula, Haggard, Hughes, Hutcherson, Kersh, Kling, Miller, Sawrey, Wally) voting in the negative.
There was one (1) Senator (Brannan) present but not voting.
The motion to adopt PB 77, Dance Marathon Appropriation Act, requiring majority approval, was agreed to by a margin of 28-12-1.
GB 82, Financial Policies Act
Q: Hutcherson: how long has this been reviewed in committee
Fabricius: We’ve been working as a committee the entire semester
SB 05, Senatorial Accountability Act
Hoy: This has gone to committee back and forth may times, this is a good time to act on this measure
Fabricius: It is important to articulate the changes, I think we need to restore the original title of this bill, the amendment to changes short title to pass
P: Lloyd: I had previously not supported this bill, but they worked hard and they compromised
N: Hankins: I still think there are flaws in this
P: Fabricius: They are required reports, it has flexibility in there
N: Carter: I think this is a waste of time, I don’t think any good is going to come of this
P: Walton:I think reports are important to our constituents
N: Godfrey: There is not accountability if students aren’t reading it
P: Fabricius: This is a communication act…
N: Kling: The two sponsors or this will have to worry about the accountability catching up with them
P: Toms: This has been an ongoing idea
N: Yasin: I see the positive and negative but I see that this is slightly degrading
There were fourteen (14) Senators (Adams, Compton, Dimond, Fabricius, Griggs, Heath, Hoy, Hutcherson, Mickey, Kasey Phillips, Sawrey, Sevits, Wally, Walton) voting in the affirmative.
There were twenty-three (23) Senators (Bellamy, Brannan, Cariaga, Carter, Culp, Gardner, Godfrey, Haggard, Hankins, Hughes, Kersh, Kling, Michael Lloyd, Miller, Moye, Musick, Salmon (em), Santiago, Shivers, Stephenson (em), Whitehouse, Wood (em), Yasin) voting in the negative.
There were four (4) Senators (Barnes, Collins, Gula, Templeton) present but not voting.
A quorum was present.
The motion to adopt SB 05, Senatorial Accountability Act, requiring two-thirds support, was not agreed to by a margin of 14-23.
Bill 82 moved to next meeting
